ZHU RADAR ASSOCIATE CTLR RPTED LOSS OF SEPARATION WITH 3 ACFT IN NON RADAR CROSSOVER/DSCNT INCIDENT.

Narrative

PREVIOUS CTLR REQUESTED MERIDA CTLR TO HAVE ACFT X CROSS SWORD AT FL290 FOR TFC. AT APPROX XA30 MERIDA CALLED ME AT THE OCEAN D-SIDE TO ADVISE THAT THEY HAD LOST RADAR AND COMS WITH HS25 (ACFT X) AND THAT AT 25 MI SW OF SWORD HE WAS FL330 DOWN TO FL290. WE ARE REQUIRED TO SEPARATE NON RADAR 15 MINS N AT SWORD; ELIOM AND FRISH. HS25 SHOWED SWORD AT XF32Z; AND ELIOM AT XF40Z. HIS TFC; AN A320; SHOWED ELIOM AT XF29Z -- ONLY 11 MINS. I TRIED TO CALL MIAMI CTLR AND STOP ACR Y; WHO WAS HEAD ON AT FL310 SWBOUND. MIAMI ADVISED ACFT WAS 4 MINS EARLY OVER MINON (XA40Z) AND NO RADAR AND NO COMS. NEW YORK COMMERCIAL RADIO WAS UNABLE TO REACH ANY OF THESE ACFT. THE OCEAN RADAR WAS UNABLE TO REACH ANY OF THESE ACFT. ADDITIONAL SIT: ACR; W OF MYDIA AT FL330; (XB11Z) CHKED ON WITH OCEAN RADAR NON RADAR AT FL310 SHOULD HAVE BEEN AT FL330 AT XB20 (XG10Z). I GOT CTL TO CLB FROM MERIDA CTLR AND REALIZED THROUGH ANOTHER ACFT TO CLB AND MAINTAIN FL330 AND RPT REACHING. THEN; I COORDINATED WITH MIAMI FL300 CLBING TO FL330. VERY DANGEROUS.
