A CANADAIR CL600 REJECTED TKOF AT ROTATION SPD DUE TO YOKE PULLED BACK TO STOP WITHOUT ACHIEVING ROTATION. CAUSE UNKNOWN.
Narrative
ON TKOF AT VR (ROTATE) THE PF PULLED THE YOKE BACK TO THE STOP WITHOUT ACHIEVING ROTATION. THE PF THEN ABORTED THE TKOF ON THE REMAINING RWY. FURTHER INVESTIGATION BY THE CREW COULD NOT DETERMINE THE REASON FOR THIS LACK OF PITCH CTL. ALL ACFT SYS APPEARED TO BE IN WORKING ORDER; THE WT AND BAL WAS RECHKED AND FOUND TO BE WITHIN LIMITS. THE CREW DECIDED TO CANCEL THE FLT AND NOTIFIED THE OPERATORS AND MAINT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE FAILURE OF THE PITCH CTL HAS NOT BEEN RPTED TO THE FLT CREW. THE RPTR SAID THE AIRPLANE HAS NOT FLOWN TO DATE AND IS STILL OTS. CALLBACK CONVERSATION WITH RPTR FROM ACN 603242 REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CTL CHKS WERE NORMAL PRIOR TO TKOF AND THE ACFT ACCELERATED NORMALLY. THE RPTR SAID AFTER THE ABORTED TKOF THE CREW WAS SENT HOME AND A MAINT EXPERT WAS SENT TO INSPECT THE AIRPLANE THE NEXT DAY. THE RPTR STATED THE AIRPLANE WAS RETURNED TO SVC AND A CREW TOOK THE AIRPLANE OUT AND EXPERIENCED THE SAME FAILURE TO ROTATE. THE RPTR SAID ONLY THIS TIME THE ABORTED TKOF RESULTED IN A RWY EXCURSION DAMAGING THE AIRPLANE AND RWY LIGHTS. THE RPTR STATED THE FAA AND THE NTSB HAVE CONTACTED THE RPTR FOR A STATEMENT. THE RPTR SAID NO INFO WAS RELEASED ON THE CAUSE OF THESE TWO FAIL TO ROTATE EVENTS.
