FO FOR BE58 PAX OP FAILS TO OBTAIN REQUIRED ATC CLRNC PRIOR TO DEPARTING W18; CALLS PCT APCH AFTER DEP; WHO DIRECTS FLT TO LAND AND OBTAIN PROPER CLRNC.

Narrative

COPLT FILED IFR FLT PLAN ON THE GND AT W-18 (SUBURBAN). THERE WAS NO MENTION OF THE ADIZ FROM THE POTOMAC FSS BRIEFER. WE WERE UNABLE TO CONTACT ATC FROM THE GND TO ACTIVATE THE FLT PLAN AND WAS TOLD BY THE LCL UNICOM OPERATOR THAT CLRNC WAS 'NOT AVAILABLE' FROM SUBURBAN. ACCORDINGLY; WE DEPARTED W-18 VFR AND IMMEDIATELY CONTACTED ATC UPON DEP (300 FT MSL) TO PICK UP THE IFR CLRNC. WE WERE INSTRUCTED TO RETURN TO W-18 AND CONTACT ATC BY TELEPHONE. THE EVENT WOULD NOT HAVE HAPPENED IF ANY OF THE FOLLOWING HAD OCCURRED: 1) THE COPLT HAD REQUESTED FDC NOTAMS FROM THE BRIEFER; 2) THE BRIEFER HAD ALERTED THE COPLT TO THE ADIZ FLT RESTR; 3) THE DEP ARPT HAD POSTED NOTIFICATION OF THE ADIZ RESTR; 4) THE LCL UNICOM OPERATOR HAD INFORMED THE PLT THAT IFR CLRNC WAS AVAILABLE BY TELEPHONE FROM LEESBURG FSS INSTEAD OF STATING IN RESPONSE TO PLT'S RADIO INQUIRY FROM THE GND THAT CLRNC WAS 'NOT AVAILABLE.' FINALLY; I RESPECTFULLY SUGGEST THAT LCL FAA FSDO'S BE AUTH TO REQUIRE THAT ANY ARPT SUBJECT TO AN ADIZ OR ANY OTHER TFR MUST POST NOTICE OF ANY SUCH RESTRS AND PROCS TO BE FOLLOWED.
