FILED FLT PLAN WITH RENO; NV; FSS (AT LEAST CALLED FROM RNO) ON JAN/FRI/04; XA00 LCL APPROX. FILED SLC DIRECT TO OCS (ROCK SPRINGS) J94-OBK ON FLT TO HPN (WHITE PLAINS; NY). RECEIVED CLRNC ON JAN/SAT/04; AT SLC APPROX XA30 LCL. CLRED SLC 8 DEP TCH J154 OCS AS FILED; MAINTAIN 10000 FT; 250 KTS. THE SID CALLS FOR A 340 DEG HDG OR 'AS ASSIGNED.' AT TKOF; CLRED FOR TKOF FLY 340 DEG HDG (FMS WAS PROGRAMMED TCH-J154-OCS). THE 340 DEG HDG PLACED THE ACFT DIRECTLY OVER TCH. COURSE INDICATOR AND FLT DIRECTOR UPON XING TCH FLIPPED TO OUTBOUND 055 DEG FOR J154. I OBSERVED THE VOR NEEDLES SWING INDICATING OVERFLYING TCH. I COMMENCED A R TURN TO INTERCEPT AND FLY J154 AS CLRED IN THE EARLIER CLRNC. MOMENTS LATER; DEP CTL ALERTED US TO LOW ALT ALERT; 'TAWS' GAVE NO WARNING. TERRAIN WAS NEVER A FACTOR. WE WERE VMC AT THE TIME WERE TOLD OF PLTDEV. IF ON DEP WE WOULD HAVE BEEN CLRED 'FLY 340 DEG FOR RADAR VECTORS TO INTERCEPT J154;' THERE WOULD HAVE BEEN NO CONFUSION; BUT THE 340 DEG HDG PLACED US DIRECTLY OVER TCH FROM WHICH J154 PROCEEDS OUT OF AND I WAS COMPLYING WITH THE CLRNC AS GIVEN. WE WERE GIVEN A PHONE NUMBER TO CALL WHICH I DID. UPON SPEAKING WITH AN INDIVIDUAL WHO TOOK MY INFO; WAS TOLD THAT THIS IS AN ONGOING PROB WITH THIS DEP AND I WAS IN FACT THE SECOND ACFT 'THAT DAY' TO DO THE SAME THING AND THEY WERE ATTEMPTING TO HAVE THE PROC CHANGED (SID) AND WERE GATHERING INFO AND SENDING IT TO THE FSDO FOR THAT REASON. IF WE WERE NOT CLRED TCH J154 OCS AND DIRECTLY OVERFLY TCH; I WOULD HAVE CONTINUED ON THE 340 DEG HDG. SUPPLEMENTAL INFO FROM ACN 603998: OUR CLRNC READ 'SALT LAKE 8 DEP DIRECT TCH J154 ROCK SPRINGS AF. THE PF HAD 'NAV' SELECTED ON HIS FMS/FLT DIRECTOR. THE 340 DEG HDG TAKES YOU ACROSS TCH VOR AND UPON XING; THE ACFT MADE THE TURN TO JOIN J154 VIA OUR PREDEP CLRNC. THE PF CALLED THE PHONE NUMBER WE WERE GIVEN; AND THE SUPVR STATED 'TO BE HONEST; THIS HAPPENS ALL THE TIME. YOU'RE THE SECOND ONE THIS MORNING.' HE STATED THEY ARE RPTING ALL THESE DEVS TO THE LCL FSDO TO LET THEM KNOW THE PROC DESCRIPTION NEEDS TO BE CHANGED. THE PF SHOULD HAVE HAD HDG SELECTED. HOWEVER; THIS PROC IS CONFUSING AND OUR CLRNC SHOULD HAVE READ RADAR VECTORS TO JOIN J154 INSTEAD OF SLAKE-8-TCH-J154.
