CLT SUPVR REVIEWS PLTDEV WITH PA32 PLT AFTER LNDG AT DEST FOR NOT COMPLYING WITH HDG ASSIGNMENT ON DEP; CAUSING A LOSS OF SEPARATION WITH A DHC8. PLT DISPUTES INCIDENT DUE TO READBACK TO LCL AND DEP CTLR.

Narrative

PER ATC INSTRUCTION; I TAXIED TO RWY 18L FOR AN INTXN A DEP. THE CLRNC I RECALL RECEIVING FROM TWR; WAS 'NXXX; HDG 155 DEGS; CLRED FOR TKOF RWY 18L INTXN A; ACR TFC HOLDING IN POS FULL LENGTH.' I DEPARTED AND ONCE REACHING A SAFE ALT; I BEGAN MY TURN TO 155 DEGS. BEFORE MAKING MY INITIAL TURN; I HEARD TWR ADVISE THE ACR TFC THAT I WAS IN A L TURN AND THEY WERE CLRED FOR TKOF. I HAD NOT BEGUN MY TURN YET; WHEN TWR MADE THAT XMISSION. I BEGAN TO MAKE MY TURN. TWR ADVISED ME TO SWITCH TO DEP. WHEN I CONTACTED DEP I SAID; 'NXXX; PASSING 1200 FT TURNING TO 155 DEGS ATC ASSIGNED.' AFTER MY INITIAL CALL TO DEP; THE CTLR DID NOT ADVISE THAT THEY WANTED ME ON ANOTHER HDG OTHER THAN 155 DEGS. THE ONLY OTHER INSTRUCTIONS I RECEIVED WERE TO CLB TO 5000 FT AND ALSO TO TURN TO 090 DEGS. THIS DID NOT OCCUR IMMEDIATELY AFTER MY INITIAL CALL TO ATC. I BELIEVE THAT AT LEAST A MIN PASSED BEFORE RECEIVING THE NEW HDG. I WAS LATER INSTRUCTED TO CONTACT THE CHARLOTTE ATC SUPVR BY SEYMOUR JOHNSON APCH (GSB). GSB ACTUALLY CONTACTED ME ON MY DEST UNICOM FREQ AFTER I HAD CANCELLED IFR. THE CLT SUPVR ADVISED THAT THE HDG THAT WAS ISSUED TO ME WAS ACTUALLY 115 DEGS; NOT 155 DEGS. ATC LOST IFR SEPARATION WITH MY ACFT AND THE ACR TFC THAT DEPARTED BEHIND ME. I DO NOT RECALL RECEIVING AN INSTRUCTION FOR 115 DEGS. I FEEL THIS COULD HAVE BEEN AVOIDED BY NOT CLRING ME FOR TKOF IN FRONT OF A TWIN TURBINE ACFT WHICH OBVIOUSLY HAS A HIGHER SPD AND CLB RATE THAN A PA32 CHEROKEE SIX. SINCE THIS DID NOT HAPPEN; ATC HAD A CHANCE TO CORRECT MY HDG WHEN I CHKED IN WITH DEP AND ADVISED THAT I WAS TURNING TO 155 DEGS; ATC ASSIGNED. THE CONDITIONS AT THE TIME WERE VMC AND THE ACR TFC MAY HAVE BEEN ABLE TO MAINTAIN VISUAL SEPARATION AND I ASSUME THEY HAD INFO FROM THEIR TCASII.
