A B767-400 WAS DISPATCHED IN NON COMPLIANCE WITH A FORWARD CARGO COMPARTMENT CEILING PANEL REPAIRED WITH THE LAYOVER CHK QUICK PATCH.
Narrative
ON THE EVENING OF JAN/TUE/04; I WAS ASSIGNED ACFT X WITH AN OVERNIGHT LAYOVER AND OTHER ITEMS IN OUR WORK PACKAGE AND ITEMS FOUND ON THE WALKAROUND. AT APPROX XA00; JAN/WED/04; AN AMT FOUND A 3 INCH CUT IN THE FORWARD CARGO COMPARTMENT OVERHEAD CEILING SHROUD. AS PER THE DETAILED BACK PAGES OF THE LAYOVER CHK; I APPLIED A FIRE GUARD REPAIR KIT PATCH ON THE CUT AREA; AFTER VERIFYING WITH OUR MAINT CTL COORDINATOR AND ENGINEERING. ALL AGREED THIS WAS AN APPROVED MEANS OF REPAIR. I FOLLOWED UP AGAIN THE NEXT EVENING AND WAS TOLD IT WAS A GOOD FIX. I REQUESTED THAT THE LAYOVER AND MAINT PROC BE REWRITTEN TO BE MORE CLR AND THE SAME. ON JAN/FRI/04; I RECEIVED AN E-MAIL FROM OUR MAINT COORDINATORS AND ENGINEERING THAT THE REPAIR WOULD HAVE TO BE REWORKED IN ACCORDANCE WITH THE MAINT MANUAL. I IMMEDIATELY CALLED THE COORDINATORS TO ENSURE THE PANEL WOULD BE REPAIRED TO THESE SPECS. AT NO TIME WAS THE SAFETY OR INTEGRITY OF THE ACFT WAS COMPROMISED. I BELIEVE THAT THE LAYOVER PAPERWORK AND MAINT MANUAL SHOULD BE REVISED TO ELIMINATE THIS DISCREPANCY FROM OCCURRING AGAIN.
