Narrative

JUST PRIOR TO TAKING THE RWY; TWR HAD A VERBAL EXCHANGE WITH ANOTHER ACFT ABOUT A CLRNC. WE APCHED NEAR THE TKOF THRESHOLD OF RWY 29 AT OAK ARPT. FO CALLED OAK TWR AND ADVISED WE WERE READY FOR TKOF. TWR'S RESPONSE WAS 'ON AND HOLD FOR WAKE TURB; AFTER TKOF; TURN L TO 120 DEGS; CLB TO 15000 FT.' WE TAXIED ONTO THE RWY INTO POS AND HOLD. TWR CLRED US FOR TKOF AND BOTH FO AND CAPT DID NOT UNDERSTAND HIS CLRNC AND ASKED AGAIN 'ARE WE CLRED FOR TKOF?' TWR'S REPLY; 'CLRED FOR TKOF AND BY THE WAY; YOU WERE NOT CLRED ONTO THE RWY. HAVE A GOOD FLT.' ACFT BEHIND US GOT THE SAME CLRNC. THIS TWR OPERATOR USES AMBIGUOUS LANGUAGE AND NONSTANDARD ATC CLRNCS. I BELIEVE THERE WILL BE MORE CONFLICTS WITH THIS TWR OPERATOR. SUPPLEMENTAL INFO FROM ACN 606846: THE USE OF NONSTANDARD CTLR TERMINOLOGY AND PHRASEOLOGY RESULTED IN CONFUSION AS TO WHETHER WE WERE CLRED INTO POS AND HOLD; AFTER BEING CLRED FOR TKOF. THE ONE CTLR OP AT THAT TIME OF THE MORNING SEEMS TO CLUTTER THE VARIOUS FREQS FOR SAFE ARPT OPS.
