AN IFR TWIN CESSNA INBOUND TO RYY OVERRUNS A PA28 AND IS FORCED TO GO AROUND.
Narrative
I WAS ARRIVING TO RYY ON AN IFR FLT PLAN. VMC CONDITIONS PREVAILED; BUT I WAS UNABLE TO IDENT THE ARPT UNTIL 4 NM OUT. I SWITCHED TO TWR AND HEARD ANOTHER ACFT DOING TOUCH-AND-GOES. TWR CLRED ME TO LAND AFTER I CHKED IN AND ANNOUNCED A L BASE FOR RWY 9; THE ACTIVE RWY. TWR NOTIFIED ME I WAS #2 FOR ARPT; FOLLOWING PA28 ON FINAL. I WAS UNABLE TO MAKE VISUAL ON ACFT IN FRONT OF ME; ALTHOUGH I HAD A TCASII ON HIM. NOTICING THAT I WOULD BE UNABLE TO MAKE A SAFE LNDG BEFORE THE OTHER TFC WOULD CLR ACTIVE RWY; I NOTIFIED THE TWR I WOULD GO AROUND. HE ACKNOWLEDGED MY GAR; BUT ALSO TOLD PA28 TO GAR. I CLARIFIED URGENTLY THAT I WAS GOING AROUND (GIVEN PROX OF PA28; HE WOULD HAVE CLBED RIGHT INTO ME). THE TWR AMENDED HIS CLRNC TO PA28 ADVISING HIM TO LAND. AFTER MAKING R TFC; I MADE AN UNEVENTFUL LNDG. CONTRIBUTING FACTORS: ARPT WAS VERY CONGESTED WITH TFC. CTLR'S INADEQUATE SITUATIONAL AWARENESS FOR IFR INBOUND TFC CAUSED A SLOWER ACFT (80 KTS) TO BE IN FRONT OF A FASTER ACFT (120 KTS) THAT WAS ON AN IFR CLRNC TO LAND. MY INABILITY TO SEE THE ARPT ALSO CONTRIBUTED. DUSK AND LOTS OF CITY LIGHTS CAN MAKE AN ARPT DIFFICULT TO SPOT; ESPECIALLY WHEN ABN WAS NOTAMED OTS. HAD I BEEN ABLE TO SPOT THE ARPT SOONER; I COULD HAVE CHKED IN WITH THE TWR SOONER.
