Narrative
THE COPLT HAD REQUESTED CLRNC FROM OAK-MRY ON HANDHELD RADIO; WHILE I WAS STARTING THE ENGS. AFTER START-UP; I REQUESTED TAXI CLRNC ON #1 RADIO. GND CTLR GAVE US THE FULL RTE CLRNC TO MRY WITH '...RWY 9' AT THE END. I THOUGHT THAT TO MEAN IT WAS OK TO TAXI. I BEGAN TO TAXI FROM RAMP VIA TXWY C. PRIOR TO XING THE N/S XING RWY; I ASKED GND IF WE WERE CLRED TO CROSS AND TAXI TO RWY 9. HE GOT UPSET THAT WE HAD TAXIED WITHOUT CLRNC. WE HELD POS; THEN GAINED PERMISSION TO TAXI. 2 PROBS: FLT CREW IN HURRY TO GET MOVING AND 1 CTLR HANDLING ALL FREQS FROM CLRNC DELIVERY; GND N AND S; TWR N AND S; AND UNCLR PHRASEOLOGY. SUPPLEMENTAL INFO FROM ACN 608078: ON THE GND AT THE OAKLAND ARPT; NORMALLY THE CAPT WANTS ME TO PICK UP THE IFR CLRNC ON CLRNC DELIVERY WHILE HE PICKS UP THE CLRNC FOR TAXI ON THE GND FREQ (BECAUSE OF THE LONG TAXI). THE CAPT CALLED UP GND AND REQUESTED A TAXI CLRNC; BUT THE CTLR WHO WAS DOING ALL FREQS AT THE SAME TIME; THAT IS -- GND; CLRNC; AND TWR -- AND STARTED READING OF THE IFR CLRNC. I WROTE DOWN THE CLRNC AND READ BACK THE CLRNC. THE KEY POINT HERE IS THAT THE CTLR; IN MY UNDERSTANDING; SAID 'EXPECT RWY 9R.' MISTAKES AND IMPROVEMENTS: COPLT: KEEP HEAD OUTSIDE THE COCKPIT AND DO NOT LOOK TOO LONG INSIDE. CAPT: MISUNDERSTOOD THE CLRNCS; VERIFY; AND DO NOT BE TOO RUSHED. CTLR: EVERYTHING HE DID WAS PROBABLY BY THE RULES AND HE DID NOT MAKE A MISTAKE BUT USING THE DESIGNATED FREQ FOR THE APPROPRIATE CLRNC MIGHT HELP TO REDUCE THE CONFUSION.
