A PA28 PLT EXPERIENCED CONFUSION REGARDING ACTIVE RWYS AT PHX.
Narrative
EARLY IN THE MORNING; I CALLED FSS FROM AN FBO AT PHX ARPT. AFTER RECEIVING A WX BRIEFING; I WAS GIVEN A NOTAM BRIEFING. IN THOSE NOTAMS WAS A NOTAM-L STATING THAT RWY 7R AT PHX WAS CLOSED; AND RWY 7L WOULD BE IN USE. LATER THAT MORNING; APPROX 4 HRS LATER; I CALLED PHX ATIS FROM A PHONE AT THE SAME FBO. I RECEIVED ATIS INFO AND IN THE NOTAMS SECTION OF INFO WAS A NOTAM THAT RWY 7R WAS CLOSED; AND RWY 7L WAS IN USE FOR ARRIVING AND DEPARTING TFC. THIS FIT WITH WHAT I WAS TOLD BY THE WX BRIEFER. AS I WALKED OUT TO MY PLANE; I NOTICED A MEMO ON THE WALL AT THE FBO STATING THAT RWY 7R WOULD BE CLOSED. AFTER STARTING MY ENG 15 MINS LATER; I CALLED PHX CLRNC DELIVERY. I WAS GIVEN MY IFR CLRNC. THEN I CALLED PHX GND. I WAS GIVEN A RWY ASSIGNMENT OF WHAT I THOUGHT WAS RWY 7L. I TAXIED OUT; DID MY RUN-UP; AND CONTINUED TO TAXI VIA TXWY H3; TXWY H. WHEN I GOT TO RWY 7R; I PROCEEDED TO CROSS. THERE WAS AN ACFT ON THE OTHER SIDE OF THE RWY ON THE HOLD SIDE OF THE BARS. I THOUGHT THEY WERE DOING A RUN-UP. I PROCEEDED TO CROSS RWY 7R FOR RWY 7L. IT WAS AT THIS TIME THAT PHX GND DECIDED TO NOTIFY ME THAT I HAD CROSSED AN ACTIVE RWY. I REPLIED 'YOUR ATIS AND FSS HAS THIS RWY AS CLOSED.' THE CTLR STATED IT WAS; IN FACT; AN ACTIVE RWY. I BELIEVE THE BIGGEST CONTRIBUTING FACTOR TO THIS INCURSION WAS THE DISSEMINATION OF OLD AND/OR INCORRECT INFORMATION REGARDING RWY 7R AT PHX.
