A BE58 PLT REFUSED TO FOLLOW LBB'S GAR COMMAND WHEN ON VERY SHORT FINAL AND LANDED WITHOUT PERMISSION ON RWY 26.

Narrative

I WAS FOLLOWING A MOONEY ON SHORT FINAL APCH TO RWY 26 AT LUBBOCK INTL ARPT AND TALKING TO A TWR CTLR. MOONEY (M) HAD LANDED AND WAS STARTING HIS TKOF BECAUSE HE WAS DOING A TOUCH AND GO AS I HAD ALSO REQUESTED. APPROX 30-50 FT ABOVE THE RWY; I WAS GIVEN A GAR COMMAND FROM THE TWR. I WAS COMMITTED TO LAND AND FELT THAT I HAD INSUFFICIENT TIME TO CONFIGURE THE AIRPLANE FOR THE GAR SAFELY AND LANDED. AS I WAS ROLLING; I WAS PREPARING THE ACFT TO TAKE OFF AND; BEFORE I HAD TIME TO TALK WITH THE CTLR; HE TOLD ME TO EXIT THE RWY AT THE NEXT TXWY AND CALL GND. I CALLED GND WHEN CLR OF RWY AND WAS TOLD TO TAXI TO THE FBO AND CALL THE TWR ON A LANDLINE. I REQUESTED ANOTHER TKOF AND TOUCH AND GO AND WAS DENIED AND TOLD TO CALL THE TWR AS SOON AS I REACHED THE FBO. I DID AS REQUESTED AND WAS TOLD THAT I HAD NOT FOLLOWED TWR'S COMMAND AND DID NOT; IN A TIMELY MANNER; TELL THEM WHAT I WAS DOING. TWR SUPVR SAID THAT HE WOULD REVIEW THE TAPES AND CALL ME ON MY CELL PHONE LATER AND ACKNOWLEDGED THAT HE HAD NOT SEEN THE ACTION AND WANTED TO REVIEW IT WITH HIS CTLR. I SAID OKAY AND PICKED UP MY PAX AND FLEW ON TO ABILENE; TX; AND BACK TO PLAINVIEW; TX. CTLR CALLED ME ABOUT 15 MINS LATER SAYING THAT I HAD COMMITTED A 'DEV' AND THEY WERE TURNING IT OVER TO THE FAA AND I COULD EXPECT A CALL FROM THEM WITHIN THE NEXT FEW DAYS. I TOLD THEM THAT I WOULD BE OUT OF THE COUNTRY FOR A WK AND PLEASE NOTE THIS ON THE FILE THEY PRESENTED TO THE FAA. SOME FURTHER THINGS I SHOULD NOTE ARE: THE MOONEY WAS ISSUED AN ORDER TO TURN R AS HE DEPARTED AND I WAS ISSUED THE COMMAND TO GO L. AS I LANDED; I NOTED THAT THE MOONEY WAS APPROX 2500 FT DOWN THE RWY FROM ME AND CLBING STRAIGHT AHEAD AND I THOUGHT IT WOULD BE UNSAFE TO GO AROUND WHEN I COULD NOT SEE THE MOONEY IF I HAD STARTED A L TURN QUICKLY. THERE WAS NO ONE LNDG CLOSE BEHIND THAT I WAS ENDANGERING AND ONLY 1 ACR PLANE WAITING ON THE TXWY FOR A RWY 26 DEP. THE ACTION I CHOSE SEEMED TO BE THE SAFEST AND I WISH THAT THE TWR HAD GIVEN ME A LITTLE MORE TIME TO CONTACT HIM. I HAVE ALWAYS BEEN TAUGHT TO FLY THE AIRPLANE FIRST AND TALK ONLY WHEN I HAD THE PLANE SAFELY UNDER CTL. THIS WAS WHAT I WAS DOING AND I WAS NOT IGNORING ANYONE. I WAS TOLD THERE WAS A PERIOD OF 12 SECONDS FROM THE TIME THAT I WAS TOLD TO GO AROUND WHICH I DID ACKNOWLEDGE AND I LANDED. 12 SECONDS IS NOT MUCH TIME TO RECONFIGURE AN AIRPLANE 30-50 FT ABOVE THE GND FOR A GAR; AS WELL AS WATCH CLOSE-BY TFC IN FRONT OF YOU AND TALK ON THE RADIO. TO ME; THIS WAS THE PRESCRIPTION FOR AN ACCIDENT WAITING TO HAPPEN.
