PLT OF C182 FAILS TO ACTIVATE ADIZ FLT PLAN WHEN DEPARTING IAD FOR FLT LEAVING DC ADIZ.

Narrative

WAS DEPARTING IAD. TELEPHONED FSS (LEESBURG) FOR A STANDARD VFR BRIEFING. INDICATED I WANTED TO FILE AN ADIZ VFR FLT PLAN AND ASKED BRIEFER TO STATE PROCS. BRIEFER INDICATED: 1) FILE FLT PLAN WITH HIM ON THE TELEPHONE. 2) CONTACT IAD CLRNC FOR SQUAWK. 3) MAINTAIN 2-WAY RADIO COM AND SQUAWK CODE UNTIL OUT OF ADIZ. THEREFORE; I FILED A PLAN; CONTACTED IAD CLRNC (OBTAINED BEACON CODE); AND MAINTAINED COM AND SQUAWK UNTIL OUT OF ADIZ (ACTUALLY WAS UNDER VECTORS FOR MOST OF THE TIME ANYWAY). UPON REACHING DEST; I RE-REVIEWED PROCS VIA PLT ORGANIZATION PUBS AND PRINTED NOTAMS. I AM UNCLR; BUT IT APPEARS POSSIBLE THERE WAS AN EXTRA STEP I WAS SUPPOSED TO FOLLOW BTWN STEPS #1 AND #2. TERMINOLOGY INDICATES IT IS POSSIBLE I SHOULD HAVE 'ACTIVATED' THE VFR FLT PLAN WITH LEESBURG FSS PRIOR TO CONTACTING IAD FOR THE SQUAWK. I DID NOT PERFORM THIS STEP. I DON'T KNOW IF I VIOLATED THE NOTAM OR NOT. IF I WAS SUPPOSED TO CONTACT LEESBURG FIRST AND ACTIVATE THE PLAN DIRECTLY WITH BRIEFER; THERE ARE 2 CONTRIBUTING FACTORS: 1) THE BRIEFER DIDN'T INDICATE I HAD TO DO THAT WHEN I QUERIED THE PROCS. 2) I WAS AN ACTIVE PLT DURING THE NEW YORK ADIZ. DURING THE NEW YORK ADIZ; IT WAS NOT NECESSARY TO CONTACT AN FSS TO OPEN A VFR PLAN -- RECEIVING THE SQUAWK CODE WAS ENOUGH. THEREFORE; THESE PROCS WOULD HAVE BEEN DIFFERENT.
