A CE750 FLT CREW HAVE TO GO MISSED DUE TO NO ARPT LIGHTS THAT ARE CHARTED TO BE ON.

Narrative

THE RWY LIGHTS AT BLM ARE NOT BEING OPERATED IN ACCORDANCE WITH THE PUBLISHED CHARTS. WE WERE FLYING INTO BLM AT NIGHT. PRIOR TO TKOF WE HAD BRIEFED THE APCH INTO BLM AND REVIEWED THE PLATES FOR ARPT LIGHTING. THE ARPT DIAGRAM INDICATES RWY LIGHTS ON UNTIL XA00 AND BY PRIOR ARRANGEMENTS AFTER THAT. OUR COMPANY HAD CONTACTED THE ARPT OPERATOR TO CONFIRM OUR ARR AND ARRANGE FOR SERVICES. WE REQUESTED THE GPS 14 TO BLM; UNDER MCQUIRE APCH CTL. NO LIGHTS WERE IN SIGHT 5 MILES OUT. WE TOLD MCQUIRE WE DIDN'T HAVE THE RWY LIGHTS. MCQUIRE CONTACTED THE ARPT OPERATOR AS WE WENT MISSED APCH. MCQUIRE SAID THE ARPT LIGHTS WERE BEING TURNED ON AND WE RETURNED FOR A SECOND APCH. THIS TIME WE SAW THE ARPT AND RWY LIGHTS. AS WE GOT CLOSER ON FINAL WE SAW THAT THE RWY EDGE LIGHTS AND DEP END LIGHTS (RED) WERE ON; BUT THE APCH END LIGHTS (GREEN) WERE NOT. IN THE FLARE WE REALIZED THAT SOME OF THE EDGE LIGHTS ADJACENT TO THE APCH END LIGHTS WERE ALSO NOT ON. TALKING TO THE LINE PERSON ON DUTY WE FOUND OUT THAT THE RWY LIGHTS ARE OPERATED BY AT LEAST TWO DIFFERENT SWITCHES IN SEPARATE LOCATIONS. THIS IS AN ACCIDENT WAITING TO HAPPEN. AT A MINIMUM THE ARPT CHARTS NEED TO BE CORRECTED TO REFLECT THAT ARPT LIGHTS ARE NOT ON UNTIL XA00. SERIOUS CONSIDERATION NEEDS TO BE GIVEN TO MAKING THIS A DAY ONLY ARPT; UNLESS THE LIGHTING IS MADE PLT CONTROLLED OR SOME OTHER METHOD IS SET UP TO ENSURE RWY LIGHTS ARE AVAILABLE.
