Narrative
UNDER POSITIVE CTL WITH PALM BEACH AT 3500 FT AGL ENRTE TO FLL ON HDG 180 DEGS. PALM BEACH CTLR CALLED AND CANCELED FLT FOLLOWING WHEN I WENT TO REQUEST CTR FREQ. MY COCKPIT WAS FILLED WITH THE SIGHT OF A MERIDIAN FLYING NBOUND ON A 360 DEGS. THE MERIDIAN TURNED HARD L AND UP; I WENT TO A FULL 70 DEG ANGLE AND DOWN; EFFECTED RECOVERY AT 2500 FT AND ESTABLISHED HDG AGAIN ON 180 DEGS. CALLED PALM BEACH WHO DID NOT RESPOND. LOOKED TO MY R AND SAW A HAWKER 800 ROLL ONTO FINAL DSCNT FROM APPROX 4000 FT. HE DROPPED TO APPROX 3000 FT BY THE TIME I REALIZED WE WERE ON A COLLISION COURSE. SO; I PUSHED FORWARD AT 150+ KTS TO 1500 FT WHERE THE HAWKER PASSED BEHIND ME BY A COUPLE HUNDRED FT. PALM BEACH STILL FAILED TO RESPOND. I SWITCHED TO MIAMI APCH AND INFORMED THEM OF THE INCIDENT. THEY PROMPTLY ASSIGNED ME A SQUAWK AND DIRECT TO FLL. THIS FLT WAS FILED VFR FROM HEG (23J) TO FLL. I LEFT FLL WITH FLT FOLLOWING BACK TO HEG. PALM BEACH DROPPED ME TO 1000 FT AND CANCELED MY VFR FLT PLAN; LEAVING ME EXPOSED AGAIN TO DEPARTING ACFT. THE ABUSE OF VFR FLT FOLLOWING DISCRETION IN PALM BEACH TRACON HAS JEOPARDIZED MY LIFE AND ACFT; PLUS OTHER ACFT IN THE CLASS C AND B AREA. WHEN I MADE IT TO DAYTONA BEACH TRACON; I AGAIN REQUESTED FLT FOLLOWING AND NOTIFIED THEM OF THE EVENTS IN PALM BEACH TRACON. I WAS TOLD TO STOP WHINING BUT GIVEN A SQUAWK; THEN THEY CHANGED SHIFTS AND DROPPED ME ALTOGETHER. I CALLED DAYTONA UPON REACHING JAX AIRSPACE AND CANCELLED FLT FOLLOWING AND MY VFR FLT PLAN.
