A319 CREW AND ANOTHER ACR ACFT HAVE A CLOSELY SPACED SIDE BY SIDE APCH ON THE 28'S AT SFO.
Narrative
ON BRIDGE FMS VISUAL RWY 28R SFO; CLOSELY SPACED APCH WITH ACFT Y. WE WERE LEAD ACFT WITH ACFT Y MAINTAINING VISUAL WITH US. SPACING WAS VERY CLOSE AND TRAILING ACFT APPEARED TO BE IN A 'SUCKED' (MIL TERM) POS RELATIVE TO US. I SAW THE ACFT AT OUR 7 O'CLOCK POS; LOST SIGHT (ALTHOUGH HE WAS FOLLOWING US) AND RECEIVED A 'TFC; TFC' ALERT. BEFORE THE FO COULD SECURE THE TFC MODE; WE RECEIVED A 'CLB; CLB' RA. SINCE THE DSND RA WAS INHIBITED DUE TO OUR ALT; AND BELIEVING THE INTRUDER TO BE ABOVE US; I IGNORED THE RA. SHORTLY THEREAFTER; I REACQUIRED VISUAL ON THE OTHER ACFT AS HE CORRECTED BACK TO RWY 28L CTRLINE; PASSING US IN THE PROCESS. AT NO TIME DID WE CROSS THE EXTENDED CTRLINE OF RWY 28R; AND IN FACT PURPOSELY SET UP TO THE R SIDE OF THE RWY. WE HAD A SLIGHTLY OVERSHOOTING XWIND; WHICH SHOULD HAVE CAUSED THE INTRUDER TO UNDERSHOOT. I HAVE EXTENSIVE MIL EXPERIENCE IN FORMATION FLYING (3 YRS JET INSTRUCTOR PLT IN MULTI-PLANE FORMATION) AND WOULD ESTIMATE OUR SEPARATION TO HAVE BEEN 2-3 WINGSPANS PRIOR TO MY LOSING VISUAL WITH THE INTRUDER; PRIOR TO OUR RA. I AM EXTREMELY UPSET WITH THE INTRUDING ACFT CREW FOR FAILING TO MAINTAIN SEPARATION WHILE AT THE SAME TIME PUTTING MY ACFT INTO A 'BOX' WHERE THE PROSCRIBED PROC (A GAR FROM LNDG CONFIGN) WAS A QUESTIONABLE ONE DUE TO THE PROX TO THE GND AND THE INHIBITION OF DSNDING RA WHEN I BELIEVED THE OTHER ACFT TO BE ABOVE.
