A PA23 PLT MADE A RWY INCURSION AT HGR; BLAMING INADEQUATE SIGNAGE; MARKINGS; AND SUN POS.

Narrative

CONTACTED HGR GND FOR TAXI. INSTRUCTED TO 'TAXI TO RWY 27; INTXN P; FULL LENGTH AVAILABLE ON REQUEST; COME UP ON TWR 120.3 WHEN READY.' BEGAN TAXI ALONG INTXN P AND NOTED HOLD SHORT LINE FOR RWY 27 JUST AS I CROSSED IT. CAME TO A STOP OFF THE PHYSICAL RWY SURFACE; BUT ALMOST ENTIRELY ACROSS THE HOLD LINE. NO TFC EXISTED AND CTLR SIMPLY ADVISED ME TO CAREFULLY OBSERVE ALL ARPT SIGNAGE. INTXN PAPA S BEGINS WELL BELOW RWY GRADE; COMES UP TO RWY GRADE IN WBOUND ORIENTATION; THEN A FAIRLY TIGHT 'C' CURVE AWAY FROM THE RWY; THEN; WHEN TURNING TOWARD RWY; HOLD LINE IS LESS THAN 1/2 A PLANE LENGTH FROM CURVE EXIT. RWY SIGN IS ALIGNED ALONG SIGHT AXIS TOWARD SETTING SUN AND IS PARALLEL TO RWY AND PERPENDICULAR TO TXWY; BUT NOT PERPENDICULAR TO DIRECTION OF ACFT TRAVEL. PIC IS ABSOLUTELY RESPONSIBLE. HOWEVER; IT'S AN INCIDENT WAITING TO HAPPEN GIVEN THE CONFIGN OF THE TXWY. A FEW IDEAS: 1) ANY TXWY WITHOUT A MINIMUM OF 100 FT STRAIGHT TRAVEL TO HOLD LINE SHOULD HAVE A WARNING SIGN. 2) ANY 'HIGH TAXI WORKLOAD' TXWY SHOULD HAVE A CAUTION SIGN. 3) TXWYS SHOULD BE CAREFULLY SURVEYED FOR SIGNAGE VISIBILITY CONCERNS WITH RESPECT TO SUNRISE; SUNSET; OR SHADOWS. 4) CONSIDER GND CTLR WARNINGS FOR HIGH RISK TXWYS.
