Narrative

I WAS THE CAPT OF FLT. WX ON ATIS GOING INTO JFK WAS APPROX 2000 FT OVCST; GOOD VISIBILITY; WINDS OUT OF THE S AT 15-20 KTS. CLRED FOR VOR 13L APCH. WE NOTICED ON FINAL ABOUT 45 KT TAILWIND AT 3000 FT. DSNDED DOWN TO MINIMUMS OF 800 FT STILL IFR. WENT AROUND AS DID SEVERAL ACFT BEHIND US; VECTORED FOR ILS RWY 22L. BROKE OUT BELOW 400 FT MSL. NO WAY SHOULD APCH HAVE BEEN SHOOTING THIS VISUAL APCH TO RWY 13L UNDER THESE CONDITIONS. IT SEEMS LIKE THEY DO THIS UNTIL SOMEONE GOES AROUND AND THEN THEY (APCH) GO TO PLAN B. THE FACT THAT IT WAS AN ALL-NIGHTER DIDN'T HELP. SUPPLEMENTAL INFO FROM ACN 615748: CROSSED CRI AT 1900 FT (1500 FT MANDATORY PER THE PROC). GOT DOWN TO MDA OF 800 FT MSL BY MISSED APCH OF 2.6 DME. I CALLED 'MISSED APCH POINT;' BUT PF DID NOT GO AROUND. HE ASKED IF I COULD SEE ANYTHING AND I REPLIED THAT I COULD NOT. JUST THEN; KENNEDY APCH CALLED US WITH A LOW ALT ALERT. THEY ASKED IF WE COULD SEE THE 'LIGHTS;' REFERRING TO THE LEAD-IN LIGHTS FOR RWY 13L. I REPLIED THAT WE COULD NOT; AND STATED THAT WE WERE EXECUTING A MISSED APCH.
