Narrative
I HAD FILED A FLT PLAN; BUT CLRNC DELIVERY COULD NOT FIND IT; AND I DECIDED TO GO VFR DUE TO THE EXTENSIVE DELAYS IN GETTING OUT OF TEB ON A BUSY FRIDAY AFTERNOON. I CALLED GND CTL AFTER ADVISED TO BY CLRNC; AND WAS TOLD TO TAXI TO RWY 24 VIA BRAVO; CROSS RWY 19 AND TAXI TO THE RUN-UP PAD. SINCE; I WAS LOCATED AT HANGAR AND TXWY B INTERSECTS RWY 24 A FEW HUNDRED FT FROM THE RWY NUMBERS. I ASKED THE GND CTLR THAT IF HE WANTED; I COULD DEPART FROM THE TXWY B/RWY 24 INTERSECTION. HE SAID I DID NOT NEED TO. AFTER I CROSSED RWY 24 AT TXWY B; THE GND CTLR YELLED THAT I HAD JUST CROSSED AN ACTIVE RWY. THERE WAS NO ACFT IN POSITION AND HOLD MODE OR ON FINAL APCH; BECAUSE I CHKED PRIOR TO CROSSING THE ACTIVE. HE INSISTED I HAD TOLD HIM I WAS AT AN FBO; NOT A HANGAR. I DO NOT RECALL TELLING HIM MY POS AT ALL; SINCE HE HAD BEEN TOLD BY CLRNC DELIVERY I WAS GOING TO CALL FOR TAXI INSTRUCTIONS. I DID NOT WANT TO ENGAGE IN AN ARGUMENT ON A BUSY FREQUENCY; SO I FOLLOWED HIS INSTRUCTIONS AND TAXIED TO THE RUN-UP PAD AFTER HE HAD 'CHEWED ME OUT' ON THE GND CTL FREQUENCY. MY UNDERSTANDING WAS THAT WHEN YOU WERE GIVEN A CLRNC TO TAXI; YOU WERE CLRED TO CROSS EVERY RWY; INCLUDING THE ACTIVE; IF NEEDED TO FOLLOW THE TAXI RTE ASSIGNED TO YOU BY GND CTL. HE MADE A POINT OF STATING THAT HIS INSTRUCTIONS DID NOT PERMIT ME TO CROSS THE ACTIVE RWY; AND REPEATED THAT I HAD TOLD HIM I WAS AT AN FBO. I HAVE NEVER BEEN TO OR OPERATED AN ACFT FROM THE OTHER FBO; AND IT IS HIGHLY LIKELY HE HAD GOTTEN SATURATED DUE TO THE HIGH VOLUME OF TFC AT THE ARPT; SINCE IT IS UNLIKELY THAT I WOULD STATE I WAS AT AN FBO I HAD NEVER VISITED.
