RYAN NAVION PLT WAS CLRED INTO DCADIZ BY THE NYG MIL APCH CTLR AFTER XFER TO PCT CTLR; HE INFORMED THE PLT THAT HE DID NOT HAVE CLRNC INTO DCA CLASS B AIRSPACE.

Narrative

FILED ADIZ AND VFR FLT PLAN. WHILE OVER BROOKE; QUANTICO APCH CLRED US INTO THE ADIZ. THEY ALSO WARNED THAT R6608A; B; C; WAS IN OUR PATH AND OFFERED THAT A CLB OR VECTORS WOULD KEEP US OUT. WE CHOSE BOTH. AFTER GETTING OVER THE RESTR AREA; QUANTICO PUT US BACK ON COURSE. SHORTLY AFTER; QUANTICO SWITCHED US OVER TO POTOMAC APCH WHO TOLD US WE WERE NOT CLRED INTO CLASS B AIRSPACE. I MADE A 180 DEG TURN TO SORT OUT THE AIRSPACE PROB WE DID NOT ANTICIPATE (BEING CLRED INTO THE ADIZ AND NOT CLASS B). THE OWNER OF THE PLANE INDICATED THAT AS LONG AS WE REMAINED BTWN 2500-3500 FT WE WOULD CLR BOTH AIRSPACES. I KEPT US AT 3200 FT AND RESUMED ON COURSE. SHORTLY AFTERWARD; WE ADVISED THAT WE WERE IN CLASS B AND TO GET OUT. I DSNDED THE PLANE RAPIDLY TO COMPLY. ON THE SECTIONAL; THE CLASS B AND RESTR AIRSPACE BOUNDARIES COINCIDE; SO OUR COURSE SHOULD HAVE PERMITTED A DSCNT WITHOUT ENTERING THE RESTR AIRSPACE. AFTER LNDG; WE AGAIN READ THE CHART; AND THE FLOOR OF THE CLASS B WAS 3000 FT. CONTRIBUTING FACTORS WERE THE UNEXPECTED ADIZ CLRNC WITHOUT A CLASS B CLRNC; THE CLOSE PROX OF THE 2 AIRSPACES; CRM IN THAT NEITHER OF US FLEW WITH EACH OTHER BEFORE; OUTLINED RESPONSIBILITIES FOR THE FLT; ETC. I ALSO INACCURATELY EXPECTED THE OWNER TO BE FAMILIAR WITH THE AIRSPACE BECAUSE THIS WAS THE AREA HE MOST COMMONLY FLEW IN.
