AN ACR CREW ADMITTED THEIR ERROR IN NOT PROPERLY FOLLOWING THE TEB DEP PROC.

Narrative

WHILE DEPARTING TEB; NJ; RWY 24; WE WERE CLRED TO USE THE TEB 5 DEP (ELIOT TRANSITION). AFTER INITIAL DEP WE EXPERIENCED DIFFICULTY WITH OUR RADIO (POOR QUALITY XMISSIONS AND RECEPTIONS). WHILE TRYING TO TROUBLESHOOT A RADIO PROB AND FLYING THROUGH SOME TURB; I MISSED MY ASSIGNED ALT. AFTER REALIZING THE DEVIATION; I IMMEDIATELY RETURNED TO MY ALT. SHORTLY THEREAFTER; I DID NOT HEAR THE VECTOR THAT WAS GIVEN TO US. ATC QUESTIONED US LATER REGARDING OUR HDG AND ALT. DURING DEP I WAS CONCENTRATING ON COMPLYING WITH A NOISE ABATEMENT PROC WHEN MY ATTENTION WAS DIVERTED TO OUR RADIO DIFFICULTIES; ALONG WITH FLYING THROUGH SOME TURB. CONTRIBUTING FACTORS: I FEEL INTIMIDATED WHEN FLYING IN NY AIRSPACE; I AM A RELATIVELY LOW TIME JET CAPT WITH LIMITED EXPERIENCE; I DO NOT ROUTINELY FLY IN AND OUT OF THIS AIRSPACE; AND I BECAME OVERWHELMED VERY QUICKLY DURING THIS INCIDENT. I NEED TO DEVELOP BETTER CREW COORD SKILLS. SUPPLEMENTAL INFO FROM ACN 618372: AFTER DEP TEB; NJ; RWY 5; TEB 5 DEP TRANSITION TO ELIOT INTERSECTION; AFTER TAKEOFF CLIMB; WE RECEIVED AN ALT ASSIGNMENT WHICH I DIDN'T CONVEY CLEARLY TO THE CAPT. A COM PROB WITH MY XMITTER RECEIVER HAD MY ATTENTION DIVERTED TO THE COM PROB RATHER THAN ASSISTING THE PLT WITH ALT RESTR. THE DEP CALLS FOR A R TURN; THEN A CLB; WHICH WE HAD BRIEFED PRIOR TO DEP. THE CTLR CHANGED OUR ALT RESTRICTION TO 1500 FT MSL WITH A TURN TO 290 DEGS AT THE SAME TIME WE WERE SLIGHTLY BELOW 1500 FT MSL. THE PLT'S NOT RECEIVING AN ALT RESTR FROM ME CAUSED THE DEVIATION. CONTRIBUTING FACTORS: CHANGE OF ALT GIVEN BY ATC WHEN WE HAD BRIEFED FOR THE ALTS AND HDG PRIOR TO DEP. I LATER CHANGED TO ANOTHER XMITTER AND PROBS RESOLVED. MY POOR COMMUNICATION TO PLT FLYING WHILE DEALING WITH A COM PROB. POOR CREW COORD ON MY PART IN COMMUNICATING AN ALT ASSIGNMENT. I NEED TO DEVELOP A MORE POSITIVE DELIVERY OF COM WITH ATC; WHICH WILL IMPROVE MY CREW COORD SKILLS.
