Synopsis

PA31 PLT HAD A RWY INCURSION AT MYNN.

Narrative

FOR A PERIOD OF 4 HRS BEFORE THE OCCURRENCE; THE APCH RADAR AT NASSAU INTL WAS INOP. THERE WERE EXTENSIVE GND DELAYS AND THE CLRNC AND GND CTLRS WERE EXTREMELY BUSY. IN ADDITION; MY RADIO CALLS SEEMED INTERMITTENT IN XMISSION AND; THEREFORE; THE GND CTLR DID NOT RESPOND AT MY CALLS. THERE WERE ALSO MULTIPLE BLOCKED XMISSIONS. AFTER INTERVENTION FROM ANOTHER ACFT I ESTABLISHED DIRECT 2-WAY RADIO COM WITH THE GND CTLR. THE GND CTLR CLRED ME TO TAXI FROM THE FBO AND HOLD SHORT OF RWY 14. I TAXIED UP AND HELD SHORT AT RWY 14. AFTER A FEW MINS OF INTENSE RADIO TO EXPEDITE A RWY 14 XING AND TO TURN L AT TXWY H TO HOLDING POINT RWY 14. TO MY BEST RECOLLECTION AND UNDERSTANDING; THIS IS WHAT I READ BACK. AFTER XING RWY 14; I TURNED L AND TAXIED ON TXWY H. TXWY H ENCROACHES RWY 9/27 AT THE RWY 27 THRESHOLD. THIS IS WHERE I CROSSED RWY 9/27. WHILE XING THE RWY; I OBSERVED A HVY JET TAXIING AND EXITING THE RWY ABOUT 1 3/4 MI DISTANCE FROM MY POS. AFTER THE XING; THE GND CTLR ACCUSED ME OF XING AN ACTIVE RWY WHILE A PAX JET WAS LNDG. I TOLD HER I DID NOT RECEIVE HOLD SHORT INSTRUCTIONS AND DID NOT READ BACK A HOLD SHORT INSTRUCTION. FROM MY POS; I DID NOT OBSERVE THE LNDG ACFT UNTIL I WAS ON THE RWY. THERE WAS NO FURTHER RADIO COM REGARDING THIS MATTER. THINKING OVER WHAT HAPPENED AND CONSIDERING THE LEVEL OF TFC AND RADIO CONGESTION; HOLD SHORT INSTRUCTIONS COULD HAVE BEEN BLOCKED FROM REACHING ME. THE CTLR DID NOT PICK UP ON THE MISSING 'HOLD SHORT' COMPONENT OF HER INSTRUCTION IN MY READBACK AND; THEREFORE; SHE DID NOT CLARIFY. I ALWAYS VERIFY BEFORE XING ANY RWY BUT ON THAT PARTICULAR DAY; I DID NOT BECAUSE OF THE WORKLOAD OF THE CTLR AND THE FREQ CONGESTION. NEXT TIME I WILL -- HOWEVER LONG IT TAKES. THE REST OF THE FLT WAS UNEVENTFUL.
