Synopsis

PCT CTLR EXPERIENCED OPDEV WHEN ADJACENT CTLR WAS LATE IN ACCEPTING HDOF.

Narrative

I WAS WORKING AT THE POTOMAC TRACON (PCT); SHANENDOAH AREA (SHD). WHILE WORKING THE HIGH ALT SECTORS COMBINED; I WAS ATTEMPTING TO MAKE A NORMAL; RADAR; ARTS TO ARTS HDOF TO A PCT; CHESAPEAKE AREA (CHP) CTLR. THE ACFT; A B737; WAS ON THE EMI3 ARR INTO BALTIMORE-WASHINGTON ARPT AND HE WAS TRAVELING AT NORMAL SPD (300+ KTS); WHICH IS NORMAL PROC WHEN BWI IS LNDG TO THE W. PAST PRACTICE (PAST PRACTICE BEING AT LEAST AS LONG AS THE 6 YRS I'VE BEEN WORKING THIS SECTOR) REQUIRES WAITING UNTIL THE LAST MIN TO HOPE THE CHP CTLR TAKES THE HDOF BECAUSE MOST CHP CTLRS REFUSE TO LOOK FAR ENOUGH BEYOND THEIR BOUNDARY IN ORDER TO TAKE HDOFS IN A TIMELY FASHION. WHEN I REALIZED THE HDOF WAS NOT BEING TAKEN AND CALLED CHP FOR A HDOF; IT WAS ALREADY TOO LATE TO SPIN THE ACFT WITHOUT DEVIATING INTO THE CHP CTLR'S AIRSPACE. THE CHP CTLR DID NOT ANSWER MY CALL; I SPUN THE ACFT; AND I PENETRATED HIS AIRSPACE BY ABOUT 2 1/2 MI. THIS HAS BEEN A RECURRING PROB FOR AT LEAST 6 YRS! THE CHP CTLRS MUST LOOK AT MORE AIRSPACE OUTSIDE THEIR OWN BOUNDARIES. I SPIN BWI ARRS ON A REGULAR BASIS SOLELY BECAUSE CHP TAKES HDOFS TOO LATE.
