Narrative
STARTING INITIAL DSCNT; PWR BROUGHT TO IDLE; R ENG FAILED. 1ST RESTART WAS SUCCESSFUL. R ENG FAILED AGAIN AROUND 6000 FT ON TURN TO FINAL APCH COURSE. 2ND ATTEMPT TO RESTART FAILED DUE TO LACK OF FUEL FLOW/SLOW AIRSPD (190 KTS). ACCOMPLISHED SINGLE ENG APCH AND LNDG PROCS AND LANDED UNEVENTFULLY IN SBGR (SAO PAULO; BRAZIL). AS A NOTE; DURING THE LAST FEW HRS OF FLT; FUEL QUANTITY CONTINUED TO FALL BELOW PLAN WITH NUMEROUS FUEL BALANCING PROCS REQUIRED BTWN WING TANKS. ON FINAL; THE R FIRE HANDLE WAS PULLED IN CASE THERE WAS A FUEL LEAK FROM THE ENG EVEN THOUGH THERE WAS NO FIRE. SUPPLEMENTAL INFO FROM ACN 620872: DID NOT DECLARE EMER FOR FOLLOWING REASONS; MINS FROM TOUCHDOWN; NEEDED TIME TO RUN CHKLISTS FOR SAFE LNDG; HAD CLRNC TO LAND WHICH WAS OUR INTENTION; DID NOT WANT DISTR OF EXPLAINING EMER AND ANSWERING QUESTIONS DURING CRITICAL PHASE OF FLT. IN RETROSPECT; IT WOULD HAVE BEEN GOOD TO CALL FOR FIRE TRUCK IN THE EVENT THE FUEL LEAK WHICH CAUSED THE FLAMEOUT WAS STILL A POTENTIAL HAZARD. DISPATCH WAS NOT NOTIFIED AS WE WERE SAFELY AT THE GATE AT OUR DEST. IT WAS MY UNDERSTANDING THAT SBGR PERSONNEL WOULD DETERMINE THE NATURE OF THE PROB AND COORDINATE WITH MAINT AND DISPATCH.
