AT CRUISE ALT FL250; AUTOPLT ON; 30 MI SW OF SBY VOR GOING DIRECT TO SBY AS CLRED BY ZDC ON FREQ 125.82. HAD TFC ALERT FROM TCASII AT 2 O'CLOCK POS AND 1000 FT BELOW AND CLBING. FREQ WAS CONGESTED AND WE LOOKED FOR TFC VISUALLY. WX WAS CLR. WE THEN HAD AN RA TO CLB FOR THAT TFC AND I DISENGAGED THE AUTOPLT AND INITIATED A CLB. AT THE SAME TIME WE SPOTTED TFC AS I WAS IN A CLB. AT ABOUT FL252.5 WE HAD ANOTHER TCASII RA FOR TFC ABOVE US 12 O'CLOCK POS AND LESS THAN 1000 FT. TCASII SAID TO MONITOR VERT SPD SO I BEGAN TO LEVEL OFF AT FL253. WE HAD 2 RA'S -- THE ONE BELOW WE ESTIMATE AT 300 FT VERTLY AND LESS THAN 1 MI. THE OTHER ACFT ABOVE WE ESTIMATE AT 700 FT AND OVERHEAD. AT NO TIME DID WE GET ANY TFC ALERTS FROM ATC. WE TRIED TO LET THEM KNOW THAT WE WERE RESPONDING TO AN RA; BUT ANOTHER ACFT RESPONDED FIRST ABOUT THEIR RA RESPONSE. I QUERIED ATC ABOUT THE INCIDENT ONCE CLR OF TFC. HE STATED THAT THE INCIDENT WOULD BE LOOKED INTO AND APOLOGIZED THAT WAS THE EXTENT OF THE INCIDENT. I CONTACTED MY CHIEF PLT AND ADVISED HIM OF THE SIT.
