PA28 INSTRUCTOR AND STUDENT PLT ENCOUNTER AN SMA WHICH MANEUVERS IN APPARENT PURSUIT DESPITE EVASIVE ACTION UNTIL RPTR'S ACFT APCHS TEB CLASS D AIRSPACE.
Narrative
I WAS ON A ROUTINE FLT; CONDUCTING A FLT REVIEW JUST ABOUT 18 NM N OF TEB; WHEN I SPOTTED TFC CONVERGING ON OUR ACFT FROM THE E (HEADED WBOUND). I WAS AT THE SAME ALT TRAVELING NBOUND; AND THEREFORE DSNDED TO A LOWER ALT TO ALLOW HIM TO PASS OVER US (AS HE HAD THE RIGHT OF WAY). AS THE ACFT IN QUESTION PASSED OVER US; IT BROKE HARD R; AND STARTED TO DSND UPON US. I THEREFORE INSTRUCTED MY STUDENT TO START A FURTHER DSCNT; AND TO TURN SO AS TO EVADE THE ACFT. THE ACFT CONTINUED TO TAIL US. I TOOK CTL OF THE ACFT AND INITIATED A CLBING TURN TO EVADE THE PURSUER. THE OTHER ACFT CONTINUED TO CHASE US DOWN. HE MET EVERY ONE OF OUR EVASIVE MANEUVERS; AND CONTINUED TO CLOSE IN ON US. I THEN DECIDED TO HEAD STRAIGHT FOR TEB. THE PURSUER CONTINUED UNTIL HE REALIZED THAT I WAS ABOUT TO ENTER THE CLASS D AROUND TEB; AND THEN FLED TO THE W. THIS WAS QUITE UNSAFE. I CANNOT UNDERSTAND WHY THE PERSON IN QUESTION WOULD INITIATE THIS TYPE OF HARASSMENT. UNFORTUNATELY; I COULD NOT GET THE ACFT REGISTRATION NUMBER. HOWEVER; THE ACFT IN QUESTION WAS A HIGH-WING; MUCH LIKE THOSE OF CESSNA DESIGN. I AM NOT SURE IF THERE HAVE BEEN ANY SIMILAR EVENTS IN THE SURROUNDING AREA. IT WAS DEFINITELY A VERY UNSAFE SIT.
