FLT CREW OF B767-300 UNABLE TO COMPLY WITH DEP CTLR CLRNCS DUE TO WX. THEY EXPERIENCE AN ALT OVERSHOOT AT 10400 FT VICE 10000 FT. FLT CREW FEELS THEY WERE DISTR BY COMMENTS FROM THE CTLR AND THAT DISTR WAS A CONTRIBUTING FACTOR TO THE ALT BUST.

Narrative

TKOF ON RWY 27R AT ATL; DEP VECTOR 250 DEGS. 2 PROMINENT WX CELLS INDICATING RED ON WX RADAR LEVEL 3-5 ON 250 DEG HDG. REQUESTED TO HOLD 270 DEGS HDG MOMENTARILY TO CLR WX. DEP CTLR ADVISED THAT IT WAS ONLY LEVEL 1; TURN TO 250 DEGS. WE DECLINED REQUEST 260 DEGS. DEP ADVISED NEEDED TO CLR DEP TFC OFF RWY 26L. TCASII SHOWED TFC 2 NM AND DIVERGING; HELD 260 DEGS UNTIL ON TOP. AT APPROX 8000 FT; VISUALLY ACQUIRED WX CELL AND BEGAN A SLOW TURN TO 250 DEG HDG PASSING WX. WHILE MANEUVERING; EXCEEDED ALT CLRNC TO 10000 FT. LEVELED AT 10400 FT AND IMMEDIATELY RETURNED TO 10000 FT. VECTORED TO 180 DEGS THEN 150 DEGS -- LIGHT TO MODERATE TURB THROUGHOUT. NO TFC CONFLICT. CTLR INSISTED ON TURNING US INTO WX CELLS IMMEDIATELY AFTER TKOF. ACFT CLOSE TO MAX GROSS WT; MAX PERFORMANCE TKOF AT NIGHT INTO IMC. 1 HR DEP DELAY DUE TO ARPT CLOSED DUE TO TSTMS. DEP CTLR HAD AN ARGUMENTATIVE AND ANTAGONISTIC ATTITUDE; INSISTING WX LEVEL 1; WHEN ACFT RADAR SHOWED LEVEL 3-5. DISTR ALL 3 PLTS; CAUSING PRIMARY ATTN TO BE DIRECTED TO GETTING AROUND WX ASAP TO KEEP CTLR HAPPY. SUGGEST ATC RESPECT ACFT WX RADAR INDICATIONS; USUALLY BETTER THAN DEP RADAR. ACFT SHOULD HAVE BEEN ON AUTOPLT SOONER.
