AFTER A QUICK REF TO THE TRAILING EDGE QRH AND A CONFERENCE WITH COMPANY GND PERSONNEL; A NO FLAP APCH AND LNDG IS FLOWN BY A B737 FLT CREW WHEN UNABLE TO EXTEND THEIR FLAPS BY USE OF NORMAL MEANS AT ATL.

Narrative

DURING DSCNT FOR FINAL APCH AND SLOWING TO 180 KTS; FO ASKED FOR FLAPS 5 DEGS AT ABOUT 220 KTS. I (CAPT) SELECTED FLAPS 5 DEGS AND NOTICED NO FLAP MOVEMENT ON FLAP INDICATOR OR AMBER LEADING EDGE IN-TRANSIT LIGHT. TOLD FO TO MAINTAIN 210 KTS AND INFORMED ATC WE WOULD NEED TO DISCONTINUE APCH TO WORK ON A FLT CTL PROB. CHKED HYD PRESSURE AND QUANTITY TO FIND ALL NORMAL. REFED QRH TRAILING EDGE FLAP DISAGREE. SPOKE WITH DISPATCH AND MAINT. MAINT ASKED ME TO CYCLE LEADING EDGE DC CIRCUIT BREAKER; AFTER ENSURING THAT FLAP HANDLE WAS UP. PROCEEDED WITH ALL FLAPS AND LNDG. DETERMINED 4900 FT OF RWY LENGTH REQUIRED FROM ODM. ASKED FO TO CHK ON FIELD CONDITIONS AND WE WOULD NEED RWY 27R. DETERMINED VREF OF 177 KTS. I SPOKE WITH FLT ATTENDANT AND PAX. I TOOK CTL OF THE ACFT AND FO COMPLETED DSCNT; APCH AND LNDG CHKLIST. DECLARED AN EMER AND COMPLETED APCH AND LNDG. FLAP MALFUNCTION CHKLIST HAS ALWAYS BEEN VERY CONFUSING. I CONTINUED FOR 2 DAYS TO REVIEW MY ACTIONS; INCLUDING REVIEWING QRH. AFTER 2 DAYS I REALIZED THAT I WENT FROM TRAILING EDGE DISAGREE TO ALL FLAPS UP LNDG INCORRECTLY. I SHOULD HAVE COMPLETED TRAILING EDGE FLAPS UP LNDG CHKLIST. THIS CHKLIST WOULD HAVE LED ME TO USE THE ALTERNATE FLAPS MASTER SWITCH TO EXTEND LEADING EDGE DEVICES AND LOWER VREF BY 15 KTS.
