MIL FLT CREW OF C130 FAIL TO READ RECENT NOTAMS REGARDING NEW TFR. FLT CREW INFORMED OF PENETRATION BY PCT.
Narrative
MISSION WAS A LOW LEVEL TRAINING MISSION IN DAY VFR CONDITIONS ON JUL/FRI/04. THE MISSION WAS PLANNED ON JUL/THU/04; DUE TO A PLANNED EARLY TKOF ON JUL/FRI/04. DURING PREMISSION PLANNING ON JUL/THU/04 NOTAMS WERE REVIEWED AND NONE WERE FOUND THAT WERE PERTINENT TO THE MISSION. DURING THE VERY LATE EVENING OF JUL/THU/04 OR EARLY MORNING OF JUL/FRI/04; A 'MOVING TFR' WAS ISSUED BY THE FAA WHICH COVERED A PORTION OF THE UNIT STANDARD LOW LEVEL RTE. THE TFR NOTAMS WERE NOT RE-REVIEWED BY THE CREW PRIOR TO COMMENCING THE MISSION. DURING A PORTION OF THE RTE NEAR READING; PA; A RADIO XMISSION WAS HEARD BY THE CREW REQUESTING THE UNIDENTED ACFT 10 MI SW OF READING TO IDENT THEMSELVES. CREW ATTEMPTED TO RESPOND ON ALL FREQS CURRENTLY SET IN RADIOS AND ON GUARD. RECEIVED NO REPLY FROM READING TWR. AFTER COMPLETING LOW LEVEL AND AIRDROP PORTION OF TRAINING AT PHILLIPS ARMY AIRFIELD; APG; CREW RECEIVED IFR CLRNC FROM PHILLIPS TWR AND CONTACTED POTOMAC APCH CTL FOR IFR RETURN TO MARTIN STATE ARPT. UPON INITIAL CONTACT WITH POTOMAC APCH; CREW WAS GIVEN A PHONE NUMBER TO CONTACT UPON LNDG. AFTER LNDG; CREW CALLED AND WAS INFORMED THAT THE FLT HAD PENETRATED A TEMPORARY RESTR AREA; AND THAT DUE TO THE VERY LATE ISSUANCE OF THE TFR; THAT WE WERE 'ONE OF MANY.' WE HAVE NOW PUT IN PLACE A REQUIREMENT FOR BOTH THE CREW AND THE SUPVR OF FLYING TO REVIEW ALL NOTAMS THE DAY OF ANY MISSION; WHICH WILL PREVENT ANY FURTHER PROBS. ADDITIONALLY; TFR'S SHOULD BE ISSUED ON A MORE TIMELY BASIS SO THE AVIATION COMMUNITY HAS ADEQUATE TIME TO REVIEW THEM AND MODIFY SCHEDULES/RTES AS NECESSARY.
