FLT OF 2 F165 OFF NFW ON CLB CLRNC THROUGH DFW CLASS B AIRSPACE TO 15000 FT HAVE A NEAR MISS WITH 3 F16 ACFT.

Narrative

TEST ACFT AND CHASE WERE CLRED FOR UNRESTR CLB TO 15000 FT OVERHEAD NFW THROUGH THE CLASS B AIRSPACE. THE PLAN WAS TO CONTINUE NBOUND TO 'LM' N WORKING AREA ONCE COMPLETE WITH CHKS OVERHEAD THE AIRFIELD. F16 AS LEAD ACFT DEPARTED WITH SECOND F16 AS CHASE IN 15 SECONDS TRAIL. THE FLT FLEW A MIL PWR 300 KCAS R-HAND CLBING TURN BACK TOWARDS THE AIRFIELD ONCE AIRBORNE AS PER STANDARD PROFILE. APCHING 6500 FT; SECOND F16 CALLED TO F16 TO 'WATCH OUT' DURING THE FORMATION REJOIN WITH LEAD. SECOND F16 WITNESSED A 3 SHIP OF LOCALLY BASED F16'S MANEUVER TO MISS THE FLT PATH OF DEPARTING FLT. THE ESTIMATED DISTANCE TO THE ARRIVING FORMATION WAS LESS THAN .5 NM. CLASS B AIRSPACE EXTENDS TO 11500 FT ABOVE NFW. ARRIVING FORMATION HAD RECEIVED CLRNC TO ENTER THE CLASS B AIRSPACE TO PROCEED TO HIGH KEY FOR PRACTICE SFO'S (SIMULATED FLAMEOUT APCHS). F16 AND SECOND F16 HAD RECEIVED CLRNC TO CLB THROUGH THE CLASS B AIRSPACE AS PER LCL 'LM' PROCS. NO RADIO CALLS WERE NOTED ON EITHER TWR OR REGIONAL DEP CTL FREQS NOTIFYING THE FORMATION OF ANY POTENTIAL FLT PATH CONFLICT. ONCE THE FLT PATHS WERE DECONFLICTED; DEPARTING FLT CONTINUED NBOUND AND ARRIVING FLT PROCEEDED TO HIGH KEY.
