A DC9 CROSSES THE HOLD SHORT LINE FOR RWY 24L AFTER LNDG ON RWY 24C AT CLE. TWR IS ADVISED BUT ALLOWS AN ACFT ON TKOF ROLL ON RWY 24L TO CONTINUE.

Narrative

I LANDED ON RWY 24C AT CLEVELAND-HOPKINS IN VMC. AT ABOUT 60 KTS THE CAPT TOOK CTL OF THE ACFT. TWR SAID TO EXIT AT TXWY S AND HOLD SHORT OF RWY 24L. WE HAD PLANNED OUR DECELERATION SO AS TO EXIT AT TXWY K AND ASKED IF TXWY K WAS OK. TWR THEN SAID TO EXIT AT TXWY K AND HOLD SHORT OF RWY 24L. THE PROB IS THAT THE 2 RWY OBSTACLE FREE ZONES OVERLAP ON TXWY K SUCH THAT ONE CANNOT BE ON TXWY K BTWN THE RWYS WITHOUT BEING ON ONE OR; IN OUR CASE; BOTH RWYS. SO; AS WE ARE EXITING AND REALIZING THE HOLD SHORT LINES ARE NOT AS WE WERE EXPECTING; TWR CLRS AN ACFT FOR TKOF ON RWY 24L. WE THEN RPTED THAT WE WERE ON THE RWY. TWR RESPONDED THAT WE WERE CLR AND THE ACFT CONTINUED ITS TKOF. WE OF COURSE DIDN'T HIT OR YOU WOULD HAVE HEARD ABOUT THIS ON CNN; BUT THIS IS A FLAWED OP AND I WORRY THAT SOMEDAY A MAJOR ACCIDENT WILL OCCUR. THIS NON-STANDARD CONFIGN IS SHOWN ON THE 10-9A PAGE SO I COULD HAVE BEEN MORE FAMILIAR; BUT LET'S FACE IT; TWR IS TELLING ME TO DO IT. HOW OFTEN DO I GO TO CLE VERSUS HOW OFTEN ARE CLE TWR CTLRS AT CLEVELAND-HOPKINS? THEY SHOULD KNOW BETTER AND SHOULD NOT HAVE GIVEN US THOSE INSTRUCTIONS.
