PTK CTLR CHRONICLES PATTERN CONFLICTION BECAUSE OF D21 CTLR'S NON COMPLIANCE WITH LOA REQUIREMENTS.
Narrative
DURING A MODERATELY BUSY PERIOD AT PTK; D21 BROUGHT AN F20; CALL SIGN ABCXY; INTO THE PTK CLASS D AIRSPACE. THE D21 RADAR CTLR CLRED THE ACFT FOR A VISUAL APCH WITHIN THE LATERAL LIMITS OF THE PTK CLASS D AIRSPACE AND XFERRED THE ACFT TO PTK TWR WITHOUT FIRST OBTAINING APPROVAL FROM PTK. THIS IS A DIRECT VIOLATION OF THE D21/PTK LOA WHICH STATES THAT COM WILL BE XFERRED OUTSIDE THE LATERAL LIMITS OF THE PTK CLASS D. AS A RESULT OF THIS VIOLATION; COMS WITH ABCXY DID NOT OCCUR BTWN THE ACFT AND PTK UNTIL THE ACFT WAS ON A 3 MI R BASE AND IN DIRECT CONFLICT WITH A VFR BE58; CALL SIGN BDZXW; WHO WAS ON FINAL FOR THE PARALLEL RWY. I WAS WORKING THE LCL POS AND I BARELY HAD TIME; ONCE I REALIZED THE ACFT WAS INBOUND TO THE RWY; TO ISSUE 1 QUICK TFC ALERT. IT WAS ONLY LUCK THAT THE TF20 PLT HAD THE BE58 IN SIGHT AND COULD VISUALLY MISS THE OTHER ACFT. THIS IS AN ONGOING PROB. DESPITE NUMEROUS ATTEMPTS TO GET D21 TO COMPLY WITH THE LOA AND NUMEROUS DISCUSSIONS WITH THE PTK ATM; SOME CTLRS AT D21 REFUSE TO COMPLY AND SUPERVISION AT D21 DOES NOT APPEAR WILLING TO ENFORCE THE AGREEMENT. I FEEL OBLIGATED TO BEGIN DOCUMENTING THESE SAFETY VIOLATIONS IN AN EFFORT TO GET D21 TO COMPLY WITH THE LOA AND TO MAYBE PREVENT A MIDAIR COLLISION WITH A CLASS D SURFACE AREA THAT; AT TIMES; CAN BE VERY BUSY.
