PLT OF C150 IS ADVISED BY PCT CTLR THAT HE WAS DETECTED ENTERING THE DC ADIZ WITHOUT AUTH.

Narrative

WHILE PLTING A C150 ON A VFR FLT FROM CHESAPEAKE RANCH CLUB; MD; RETURNING TO HYDE FIELD ARPT; MD (W32); IT'S BEEN ALLEGED THAT I INADVERTENTLY FLEW INTO THE DC ADIZ WITHOUT AUTH. PRIOR TO THIS FLT; BY LANDLINE TELEPHONE; I WAS ISSUED ALL THE REQUIRED INSTRUCTIONS (INCLUDING RADIO FREQ; AND XPONDER CODE). I ALSO FILED A FLT PLAN. 2 PHONE CALLS WERE MADE -- 1 TO FSS AND 1 TO POTOMAC APCH. I WAS ISSUED A DISCRETE XPONDER CODE; AND I BEGAN SQUAWKING THAT CODE FROM THE POINT OF TKOF. 5 OR 6 MINS FOLLOWING DEP; I BEGAN MAKING REPEATED RADIO CALLS TO POTOMAC APCH ON THE FREQ ASSIGNED TO ME; 124.2. AT THE TIME MY APPROX HDG WAS 330 DEGS; SE OF THE NOTTINGHAM VOR; OUTSIDE OF THE DC ADIZ. AFTER MAKING MORE THAN 10 RADIO CALLS TO POTOMAC APCH (ALL OF WHICH WENT UNANSWERED); AND WHILE LISTENING TO POTOMAC APCH HANDLE OTHER TFC; I DECIDED TO LEAVE THE FREQ. I CALLED LEESBURG FSS AND TOLD THEM POTOMAC APCH WAS NOT ANSWERING ME ON MY ASSIGNED FREQ. I TOLD THEM I HAD AN UNUSUAL REQUEST TO MAKE. I ASKED LEESBURG FSS TO CONTACT POTOMAC APCH FOR ME; AND TELL THEM I WAS TRYING TO RAISE THEM. LEESBURG FSS AGREED TO DO THIS FOR ME; BUT THEY ALSO GAVE ME A FEW OTHER FREQS TO TRY. THEY TOLD ME THEY WOULD CONTACT POTOMAC APCH AND GET BACK TO ME. BEFORE I TRIED ANY OF THE ALTERNATE FREQS THAT LEESBURG FSS SUGGESTED; I RETURNED TO THE FREQ THAT POTOMAC APCH HAD ASSIGNED ME; BUT AN ACR DID. THEY TOLD ME THEY COULD HEAR ME LOUD AND CLR; AND ASKED HOW I HEARD THEM. THEY OFFERED TO TELL POTOMAC APCH I WAS TRYING TO REACH THEM; AND THEN SUGGESTED I TRY TO REACH POTOMAC APCH ON A DIFFERENT FREQ. THEN I RETURNED TO LEESBURG FSS FREQ TO SEE IF THEY WERE CALLING ME BACK YET. LEESBURG FSS TOLD ME THEY HAD SPOKEN WITH POTOMAC APCH; AND THAT POTOMAC APCH CONFIRMED THEY WERE HEARING ALL MY RADIO CALLS LOUD AND CLR; AND THAT THEY HAD ME ON RADAR; VERIFYING THAT I WAS SQUAWKING THE ASSIGNED XPONDER CODE. ACCORDING TO LEESBURG; POTOMAC APCH SAID THEY COULD HEAR ME JUST FINE; BUT THAT IT WAS ME WHO COULD NOT HEAR THEM. THIS MADE NO SENSE TO ME AT ALL; BECAUSE I COULD HEAR POTOMAC APCH LOUD AND CLR. I WAS LISTENING TO THEM HANDLE ALL THE OTHER TFC; BUT NOT HANDLING ME. I THANKED LEESBURG FSS FOR CONTACTING POTOMAC APCH FOR ME; AND LEESBURG SUGGESTED I TRY ONE OF THE ALTERNATE RADIO FREQS THEY'D GIVEN ME; AND THAT I INCREASE ALT. I TOLD LEESBURG I WOULD CHANGE MY RTE OF FLT SO AS NOT TO CROSS INTO RESTR AIRSPACE; AND I WOULD CLB AFTER I HAD FLOWN AWAY FROM THE AREA. AT THAT POINT I CHANGED COURSE TOWARD THE WSW. FIRST I TRIED ONE FREQ BECAUSE BOTH LEESBURG AND THE ACR FLT HAD SUGGESTED THAT ONE. POTOMAC APCH DID NOT RESPOND. THEN I TRIED A SECOND FREQ AND POTOMAC APCH FINALLY ANSWERED ME. POTOMAC APCH IMMEDIATELY TOLD ME TO CHANGE THE OLD FREQ. I EXPLAINED THAT I'D ALREADY MADE NEARLY 20 RADIO CALLS TO THEM ON THAT FREQ; AND THAT THEY WERE NOT ANSWERING ME ON THAT FREQ; ALTHOUGH I COULD HEAR THEM JUST FINE; AND OTHER ACFT THEY WERE HANDLING COULD HEAR ME TOO. POTOMAC APCH TOLD ME TO CHANGE ANYWAY; AND I IMMEDIATELY DID SO; WITH A 'ROGER;' AND NO HESITATION. NOW; COMMUNICATING WITH POTOMAC APCH ON FREQ FOR THE FIRST TIME DURING THIS FLT; I WAS INSTRUCTED TO GET READY TO COPY INFO THAT I WAS ABOUT TO BE GIVEN. IT WAS A PHONE NUMBER FOR ME TO CALL UPON LNDG. WHEN I INQUIRED FURTHER; I WAS TOLD IT WAS DUE TO A 'POTENTIAL AIRSPACE INCURSION;' HE SAID. ONCE I LANDED AT W32 (HYDE FIELD); I CALLED THAT NUMBER FIRST AND CHKED IN REGARDING THE ALLEGED INCURSION INTO RESTR AIRSPACE; ANSWERING ALL QUESTIONS ASKED. NEXT I MADE THE PHONE CALL TO CLOSE MY FLT PLAN; AND I ASKED IF I COULD SPEAK TO THE LEESBURG FSS SPECIALIST WHO HANDLED MY FLT. THE SPECIALIST GOT ON THE PHONE; INTRODUCED HIMSELF TO ME; AND OFFERED TO MAKE NOTES AND A PERMANENT RECORD OF THE EVENTS OF MY FLT THAT DAY. I THANKED HIM FOR HIS GENEROUS OFFER OF ASSISTANCE.
