FILED IFR FLT PLAN LNC TO SUS. RECEIVED CLRNC FROM FT WORTH TRACON VIA CELL PHONE (CLRED SUS VIA ENTER CTLED AIRSPACE VIA 090 DEG HDG; RADAR VECTORS FOR HUBBARD 5 DEP PROC; TEXARKANA TRANSITION; DIRECT; MAINTAIN 2000 FT; EXPECT 13000 FT ABOUT 10 MINS AFTER DEP; FREQ 125.2; SQUAWK XABC. FOLLOWING DEP AND CLBOUT VFR FROM LNC; ALL EFIS SCREENS BLANKED. SCREEN REBOOTED ONLY TO FAIL AGAIN. CLBED TO 2000 FT MSL AND TURNED TO APPROX 090 DEGS (CLRNC FROM FT WORTH) UTILIZING STANDBY GAUGES. AFTER A COUPLE OF MINS; PLT RATED PAX NOTICED POPPED CIRCUIT BREAKER FOR VOLTAGE REGULATOR HAD POPPED. NOW NOTICED ALL OTHER EQUIP OUT OR REINITIALIZING; INCLUDING RADIOS/GPS (NO COM/NO XPONDER). RESET CIRCUIT BREAKER AND EFIS SCREEN CAME UP MOMENTARILY. ESTIMATED NOW CLR OF CLASS B AIRSPACE SO I COMMENCED CLB TO 6500 FT AND TURNED NE. COMMENCED TO SHUT DOWN PRIMARY ALTERNATOR AND ENERGIZE SECONDARY ALTERNATOR. SECURED UNNECESSARY ELECTRICAL EQUIP INCLUDING #2 AND #3 EFIS. XPONDER WOULD NOT COME ON LINE. REBOOTED #1 EFIS. RE-ENTERED FLT INFO INTO #1 EFIS AND GPS #1 COM NOW ON LINE BUT XPONDER STILL OUT. DETERMINED FLT COULD PROCEED SAFELY WITH #2 ALTERNATOR. CONTACTED FT WORTH APCH ON 125.2 AND ADVISED THEM OF MY PROB. THEY SEEMED AGITATED THAT I HAD NOT CONTACTED THEM EARLIER AS THEY HAD TO BLOCK AIRSPACE FOR ME. I EXPLAINED I HAD AN ELECTRICAL PROB AND COULD NOT TALK EARLIER AND HAD NO XPONDER. XPONDER WAS STILL NOT ON AT THAT POINT. I TOLD THEM I INTENDED TO MAINTAIN VFR AND CONTINUE TO DEST VFR. THEY GAVE ME A PHONE NUMBER TO CALL ON DECK. CONTACTED TRACON SUPVR ON LNDG. HE AGREED THAT I HAD EMER AUTH TO DEVIATE BUT WAS UPSET THAT I HAD NOT CALLED EARLIER OR DONE SOMETHING DIFFERENT. I FELT THAT I HAD FOLLOWED FAR 91.183 AND; GIVEN MY COM PROB; HAD MAINTAINED VFR AND LANDED AS SOON AS PRACTICABLE. AVIATE; NAV; COMMUNICATE.
