2 CFI'S RECEIVED INCORRECT INFO FROM FSS ABOUT A TFR IN THE ORD AREA; RESULTING IN BOTH CFI'S VIOLATING THE TFR.

2 CFI'S RECEIVED INCORRECT INFO FROM FSS ABOUT A TFR IN THE ORD AREA; RESULTING IN BOTH CFI'S VIOLATING THE TFR.
Narrative
GOV OFFICIAL WAS GIVING A CAMPAIGN SPEECH IN THE CHICAGO LAND AREA; WHICH REQUIRED A TFR. SINCE I KNEW ABOUT THE TFR; I CALLED KANKAKEE FSS AROUND XA00 TO GET DETAILS. AFTER I RECEIVED A FLT BRIEFING; I DECIDED TO INFORM SOME OF THE OTHER INSTRUCTORS ABOUT THE TFR PROC. SOON AFTER; ANOTHER INSTRUCTOR REALIZED THAT HE RECEIVED DIFFERENT PROCS ABOUT THE TFR. SINCE WE DID NOT KNOW WHICH BRIEFING WAS CORRECT WE CALLED FSS BACK TO CONFIRM PROPER PROCS. WE RECEIVED THE EXACT SAME INFO THE OTHER INSTRUCTOR WAS TOLD EARLIER THAT MORNING; WHICH DIFFERED FROM THE INFO I RECEIVED. AS A RESULT; I ALONG WITH A FEW OTHER FLT INSTRUCTORS; DECIDED TO ABIDE BY THE PROCS THAT WERE GIVEN ON 2 SEPARATE CALLS TO FSS; WITH REGARD TO THE TFR. I WENT ON THE PLANNED XCOUNTRY FLT WITH MY STUDENT AND EVENTUALLY CAME BACK TO 1C5. AFTER I LANDED; A WOMAN WHO WORKED AT THE FBO CAME OUT TO THE AIRPLANE AND TOLD ME TO COME IN IMMEDIATELY BECAUSE CHICAGO TRACON WANTED TO TALK TO ME. I RUSHED INSIDE TO TALK TO TRACON; WHO TOLD ME THEY NEEDED MY INFO TO GIVE TO THE FSDO. I TRIED ASKING A FEW QUESTIONS; BUT TRACON SAID THAT HE COULD NOT ANSWER ANY QUESTIONS -- HE ONLY RELAYS THE INFO TO THE FSDO. ANOTHER FLT INSTRUCTOR RECEIVED A CALL FROM TRACON SAYING THAT HE VIOLATED THE TFR APPROX 45 MINS BEFORE I DID. AS A RESULT; WE CALLED THE FSDO; AND THEY SAID WE SHOULD RECEIVE LETTERS IN THE MAIL SHORTLY. ACCORDING TO THE 2 SEPARATE FSS BRIEFINGS (EACH STATING THE SAME PROCS FOR THE TFR) THAT I DEEMED STATED CORRECT PROCS FOR PROPER AVOIDANCE OF THE TFR; GO AS FOLLOWS: BTWN XC15 AND XG45; IN ORDER TO ENTER ORD'S CLASS B AIRSPACE ALONG WITH 2 SMALLER TFR'S TO THE SURFACE (WHICH WERE AT LEAST 10 NM NE OF 1C5; SOMEONE WOULD HAVE TO FILE A FLT PLAN; CONTACT ORD APCH; RECEIVE A SQUAWK CODE; AND BE CLRED TO ENTER ANY OF THIS AIRSPACE. IN ORDER TO AVOID ALL OF THIS AIRSPACE; I FLEW INTO 1C5 FROM THE SW AROUND XF00 WELL BELOW THE OVERLYING SHELF OF CLASS B. ALSO; THIS RTE WOULD HAVE AVOIDED THE 2 SMALLER TFR'S TO THE SURFACE. THEREFORE; ACCORDING TO THE 2 FLT BRIEFINGS I WOULD HAVE NEVER VIOLATED THE TFR. ANOTHER INSTRUCTOR AND I CALLED KANKAKEE FSS AND ASKED THEM TO SAVE THE RECORDINGS OF THE FLT BRIEFINGS THAT WERE GIVEN ON THE MORNING OF JUL/THU/04. I AM CURRENTLY IN THE PROCESS OF RETRIEVING COPIES AND/OR LISTENING TO THE RECORDINGS FROM THE FLT BRIEFINGS; BECAUSE ACCORDING TO THE INFO GIVEN IN 2 DIFFERENT FLT BRIEFINGS; I SHOULD HAVE NOT VIOLATED THE TFR. I CAN ONLY IMAGINE THAT SOMEHOW KANKAKEE FSS GAVE INCORRECT INFO TWICE ABOUT THE TFR OR CHICAGO TRACON WAS LOOKING FOR SOMEONE ELSE. SUPPLEMENTAL INFO FROM ACN 625731: I WAS ADVISED THAT MY BRIEFING WAS WRONG; THAT I WOULD BE CONTACTED BY PPA FSDO; AND MY NAME AND CERTIFICATE NUMBER WERE RECORDED.
