AN ERJ135 PIC HAS PROBS WITH THE COMPANY POLICY RELATED TO FUELING WHILE AN ENG IS RUNNING AT THE GATE AFTER PAX HAVE DEPLANED AT DCA.
Narrative
GOING INTO DCA AS FLT XXX; I CALLED IN RANGE FOR A GPU BECAUSE OUR APU GENERATOR WAS INOP. ON THE GND WE CALLED FOR A GPU. WHEN WE PARKED I LEFT ENG #2 RUNNING WHILE WE WAITED FOR A GPU. WE WAITED AROUND 5 MINS BEFORE WE GOT A GPU; BUT IT DID NOT WORK. SO SOME OF THE RAMP PERSONNEL WENT TO GET ANOTHER GPU. WHILE WAITING; THE FUEL DOOR OPENED. I CALLED OPS TO LET THEM KNOW THAT I DID NOT WANT TO GET FUELED WITH THE #2 ENG RUNNING. THE PERSON IN OPS TOLD ME THAT THE RAMP PEOPLE KNOW THIS AND WOULD NOT LET THE FUELER FUEL. 1 MIN LATER; I SAW THE FUEL GOING UP; SO I SHUT DOWN THE #2 ENG. I TALKED TO THE RAMP PERSONNEL/FUELER AND OPS PERSON AND LET THEM KNOW THAT I DID NOT WANT TO GET FUELED WITH THE #2 ENG RUNNING. THE PAX HAD ALL DEPLANED BEFORE THE FUELER HAD STARTED FUELING. I THOUGHT THAT WE COULD ONLY FUEL WITH AN ENG RUNNING IF IT WAS THE MOST DISTANT ENG RUNNING PER FLT MANUAL 1 AND IF THE STATION ALLOWED IT.
