Narrative
AFTER COMPLETING BLUE 2 AT 2X CALLED ON 122.19 1G4 CTAF; 'CANYON WEST TFC ACFT X EXITING BLUE 2 AT 2X ENTERING A 45 DOWNWIND; RWY 17 CANYON WEST.' CALLED TEN MILES S OF THE FIELD ENTERING A RIGHT DOWNWIND; RWY 17 CANYON WEST. AN ACFT DEPARTED RWY 35. WE ENTERED RIGHT DOWNWIND AND MADE THE CALL ENTERING RIGHT DOWNWIND RWY 17 CANYON WEST; RWY WAS CLEAR. A SINGLE ENG ACFT DEPARTED RWY 35 AFTER THE TWIN; RPTED US IN SIGHT AND SAID HE WOULD EXTEND UPWIND BEFORE TURNING XWIND TO THE WEST. RWY WAS CLEAR. ACFT MADE A CALL THAT IT WAS GOING TO BACK TAXI RWY 35. I IMMEDIATELY RESPONDED; 'ACFT X IS ON RIGHT DOWNWIND RWY 17; ACFT GOING TO BACK TAXI RWY 35 PLEASE SAY INTENTIONS.' A PLT RESPONDED; 'ACFT X WE WILL HOLD SHORT RWY 35; HAVE YOU IN SIGHT; WE WILL WAIT FOR YOU.' I RESPONDED; 'ACFT X .' ONCE AGAIN I CHECKED THE RWY; THE RWY WAS CLEAR. RPTED TURNING RIGHT BASE FOR RWY 17; THE RWY WAS CLEAR. I RPTED TURNING FINAL FOR RWY 17; THE RWY WAS CLEAR. ABOUT 10 FT FROM THE RWY; DURING OUR FLARE; SOMEONE ANNOUNCED; 'ACFT X; YOU MIGHT WANT TO GAR.' AT THAT POINT; I SAW THE TIP OF A HIGH WING WITH FLASHING LIGHTS; AND I CALLED FOR A 'GAR.' CAPT INITIATED 'GAR' PROCS. THE PLANE BEGAN AN INITIAL CLB; THEN LOST ALT AND DSNDED TO THE RWY SURFACE. WE TOUCHED DOWN AT THE SECOND TXWY. ACFT Y WAS SITTING IN FRONT OF US ON RWY 35. CAPT APPLIED THE REVERSERS AND BRAKES TO STOP THE ACFT. WE STOPPED 7 TO 10 FT FROM ACFT Y. OUR ACFT STOPPED ON THE RWY; NO DAMAGE TO EITHER ACFT OR OUR PAX. ACFT Y TAXIED AROUND OUR ACFT AND PROCEEDED FOR AN IMMEDIATE TKOF FROM RWY 35; WHILE OUR PLANE WAS STILL ON THE RWY. WE BACK TAXIED ON RWY 35 TO THE RAMP AND DEPLANED THE PAX. PAX WERE CALM. WE WALKED THE PAX TO THE TERMINAL AND RETURNED TO ACFT TO CHECK FOR DAMAGES. RWY 17 IS AN UPSLOPING RWY. PLTS LAND RWY 17 AND TKOF RWY 35. ONE CANNOT SEE THE END OF RWY 35 WHILE ON RWY 17. 1G4 IS AN UNCONTROLLED AIRFIELD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR INDICATED THAT THE SUBJECT ARPT IS USED BY SEVERAL TOUR COMPANIES WHICH TYPICALLY LAND ON RWY 17 AND DEPART ON RWY 35 TO EXPEDITE OPERATIONS. THE PLT SAID THAT BECAUSE 1G4 IS A NON TOWERED ARPT; THEY ARE CAREFUL ABOUT MAKING LNDG/DEPARTING BROADCASTS ON CTAF FREQ AND INDICATED ALL OTHER TOUR ACFT ARE VIGILANT IN THIS AREA AS WELL. THE RPTR SUGGESTED THAT THE CONFLICTING ACFT WAS LIKELY A TRANSIENT PLT NOT FAMILIAR WITH ARPT/TOUR ACFT OPERATIONS; UNLIKE LOCALLY BASED PLTS. THE RPTR SAID THEY MADE 6 CALLS REGARDING LOCATIONS AND INTENTIONS PRIOR TO TOUCHDOWN. NUMEROUS SCANS OF THE RWY WERE MADE BY THE RPTR PRIOR TO LNDG; AND IN EACH CASE; NO ACFT WERE OBSERVED. THE RPTR SAID THAT AN ACFT; ALTHOUGH NOT IDENTIFIED WITH A CALL SIGN; DID INDICATE THE RPTING ACFT WAS IN SIGHT AND THAT THEY WOULD BE CLEAR OF RWY 35. THE LAST MINUTE GAR ADVISORY WAS REJECTED BY THE RPTR BECAUSE OF SAFETY CONCERNS. THE RPTR SAID THE DEPARTING ACFT WAS IN THE MIDDLE OF RWY 35. AFTER STOPPING 5 TO 7 FT FROM THE CONFLICTING C182; THE ACFT TAXIED AROUND THE RPTING ACFT AND DEPARTED; NEVER MAKING ANY RADIO TRANSMISSIONS.
