Narrative
I CIRCLED OVER ARPT TFC AREA AS A PA11 I HEARD ARRIVED IN THE AREA AND LANDED. AS I WATCHED IT CLR THE RWY I NOTICED THE ROCKWELL AT MIDFIELD SITTING BTWN A ROW OF T-HANGARS. THE RWY IS A SINGLE ACFT OP AND THE PA11 HAD CLRED IT; YET THE ROCKWELL NEVER MOVED. SO I ASSUMED IT WAS NOT RUNNING; INSTEAD BEING PREFLTED OR WASHED. THIS IS NOT A CTLED ARPT AND SINCE THERE WAS NO OTHER TFC IN THE AREA; I ENTERED DOWNWIND; BASE; FINAL; USING VFR NON-TWR SITUATIONAL AWARENESS. UPON ROLLING ONTO SHORT FINAL APPROX 100 FT SINKING TO APPROX 60 FT; I WAS SURPRISED TO SEE THE ROCKWELL ON THE RWY. I ADDED FULL PWR; MAINTAINED RWY HDG AND WENT AROUND. UPON HAVING TIME TO LOOK DOWN I SAW THE PLT OF THE COMMANDER HAD ABANDONED HIS ACFT IN THE GRASS OF THE RWY AND WAS RUNNING TO MY HANGAR. I LANDED TO FIND THE COMMANDER PLT HAVING A CONFRONTATION WITH THE PLT OF THE PA11 AND THEN MYSELF. HE FELT BECAUSE HE HAD BEEN MAKING RADIO BROADCASTS HE HAD THE RIGHT OF WAY AND THAT HE HAD BEEN IN 'A NEAR MISS.' HE ALSO INFORMED ME HE WAS A 'CFI.' I FEEL THAT AS A 'CFI' THE COMMANDER PLT SHOULD HAVE BETTER KNOWLEDGE OF NON-TWR OPS.
