A LOW TIME C182 PLT; IN THE PATTERN AT WST FOR RWY 7; FOUND THAT 3 OTHER ACFT WERE USING RWY 32; WHICH CAUSED HIM TO DEPART THE AREA TO MAKE A RWY 32 PATTERN.

Narrative

I WAS INBOUND TO WST ON THE 159 DEG RADIAL FROM ORW. ASOS RPTED WIND VARIABLE AT 4 KTS. 8 MI FROM THE ARPT; I REQUESTED ADVISORIES FOR THE RWY IN USE. NO ANSWER HEARD. APPROX 4 MI FROM THE ARPT; I ANNOUNCED THAT I WAS INBOUND FOR RWY 7. AN ACFT ANNOUNCED THAT THEY WERE DEPARTING RWY 32. I ANNOUNCED AS I WAS SETTING UP TO ENTER THE DOWNWIND FOR RWY 7 ON A 45 DEG ANGLE. ANOTHER ACFT REQUESTED ADVISORIES FOR THE RWY IN USE. RESPONSE WAS; 'WE ARE DEPARTING RWY 32; SOMEONE ELSE IS INBOUND FOR RWY 7.' I SAW ACFT DEPARTING RWY 32. NO FACTOR. I ANNOUNCED TURNING DOWNWIND RWY 7. ANOTHER ACFT ANNOUNCED THEY WERE DOWNWIND RWY 32; FOLLOWED BY ANOTHER XMISSION; 'I'M RIGHT BEHIND YOU.' I LIFTED MY R WING AND SAW 2 ACFT ON THE DOWNWIND FOR RWY 32. THEY PASSED IN FRONT OF ME WITH ADEQUATE DISTANCE. NO EVASIVE ACTION NECESSARY. SINCE I'M NOT GOING TO LAND ON RWY 7 WITH 2 ACFT HDG FOR RWY 32; I EXTENDED DOWNWIND TO LEAVE THE PATTERN AND RETURN TO LAND ON RWY 32. I BELIEVE RADIO TFC WAS A CONTRIBUTING FACTOR TO THIS NEAR CONFLICT. THERE WERE ALMOST CONTINUOUS XMISSIONS OVER THE CTAF (123.0) FROM BLOCK ISLAND (BID); MANSFIELD (1B9); PLUM ISLAND (2BW); AND KEENE (EEN). MOST OF THE XMISSIONS WERE FROM BLOCK ISLAND. I FEEL THAT SOME XMISSIONS WERE MISSED BECAUSE OF THE RADIO TFC. IF THE ACFT DOWNWIND ON RWY 32 HAD MADE EARLIER ANNOUNCEMENTS; I DIDN'T HEAR THEM. LIKEWISE; IT DOESN'T SEEM AS THOUGH THEY HEARD MY ANNOUNCEMENTS FOR RWY 7.
