A CHARTER C441 ENTERED A CTAF ARPT STRAIGHT-IN TO THE PREVAILING RWY WITH A SINGLE ACFT IN THE TFC PATTERN IN SIGHT. THE SINGLE ENG ACFT DID NOT ACKNOWLEDGE TFC CALLS AND THE RESULTING CONFLICT REQUIRED THE C441 TO GO AROUND.

Narrative

THE RPTR; FLYING A C441 ON AN IFR FLT PLAN UNDER PART 135; WAS BEING VECTORED BY APCH CTL. THE RPTR HAD THE RWY IN SIGHT AND AT APPROX 4 MI FROM THE RWY; APCH CTL ASSIGNED HIM THE VISUAL APCH AND TOLD HIM TO SQUAWK VFR (1200). HE ACKNOWLEDGED AND SWITCHED TO CTAF. NO OTHER ACFT WERE RPTING IN THE PATTERN OR ON THE GND AT VUQ. THE C441 WAS SET UP 3 MI ENE FOR A 30 DEG INTERCEPT TO THE RWY 26 FINAL WHEN THE RPTR XMITTED ON CTAF THAT HE WAS ON FINAL AT VANCOUVER PEARSON. NO RESPONSE WAS HEARD. A SHORT TIME LATER; ANOTHER PLT RPTED ON R DOWNWIND FOR RWY 26. THE RPTR RESPONDED WITH HIS POS AND INTENTIONS AGAIN. THE TFC WAS PRESENTED ON TCASII BUT WAS NOT RESPONDING TO HIS TA'S. THE OTHER ACFT WAS A CITABRIA IN THE R-HAND PATTERN. THE RPTR'S ACFT WAS LOWER AND ON FINAL WHEN THE CITABRIA; ON DOWNWIND; PASSED HIGH OFF TO HIS R THEN BEGAN A BASE TURN TOWARDS THE C441'S FLT PATH. THE CITABRIA'S PLT APPARENTLY DID NOT HAVE THE C441 IN SIGHT AND SO THE RPTR EXECUTED A GAR AT 500 FT ON 3/4 MI FINAL AFTER THE CITABRIA PASSED OVER THEM AND BEGAN A TURN TO FINAL OFF HIS L SIDE. THE RPTR FELT THAT HE HAD THE RIGHT-OF-WAY BECAUSE HE WAS LOWER AND CLOSER TO THE ARPT THAN THE OTHER ACFT. HOWEVER; SINCE THE OTHER ACFT WAS NOT RESPONDING; HE BEGAN A R TURN AWAY FROM THE CITABRIA AND TOWARD THE DOWNWIND PATTERN. HE FELT THAT BY TURNING R HE WAS RESPONDING TO THE OTHER ACFT'S PATH BUT ALSO AVOIDING THE PDX TFC. THE RPTR STATED THAT HE WAS AWARE OF 3 THREATS DICTATING A R TURN DURING HIS GAR: THE CITABRIA; PDX DEPARTING TFC; AND WAKE TURB FROM THE PDX DEPARTING TFC.
