THE CAPT WAS LATE FOR PREFLT CREATING A RUSHED PREFLT PLANNING AND AN UNCOMFORTABLE WORKING ATMOSPHERE. HE INITIATED THE TKOF ROLL WITH A POS AND HOLD CLRNC RESULTING IN A REJECTED TKOF.

Narrative

PF ARRIVED 20 MINS LATE FOR OUR 1 HR SHOW PRIOR TO FLT. HE WAS RUSHING AROUND TRYING TO COMPLETE THE FLT PLAN AS I WAS GETTING THE AIRPLANE READY AND WAITING FOR FUEL. THE PAX ARRIVED. WE LOADED THE PLANE AND PROCEEDED AS NORMAL. AS WE TAXIED TO THE RWY; I CALLED FOR OUR IFR CLRNC. THE GND CTLR STATED THERE WAS NO PLAN ON FILE. THE CAPT STATED HE HAD FILED WITH ON-LINE COMPANY AND IT SHOULD BE THERE. THE CTLR AND CAPT WENT BACK AND FORTH A FEW TIMES. THE CAPT ASKED THE CTLR IF HE COULD PUT IN A QUICK PLAN FOR US. THE CTLR STATED NEGATIVE; WE WOULD HAVE TO CALL FSS. THE CAPT PULLED OUT HIS CELL PHONE AND FILED. WE RECEIVED OUR CLRNC ABOUT 1 MIN LATER. I SWITCHED TO TWR FREQ AND WAS GIVEN A 'POS AND HOLD' WHICH I REPEATED BACK TO THE CTLR AND THEN ONCE AGAIN TO THE CAPT. AS WE PULLED ONTO THE RWY; I WAS COMPLETING THE FINAL TKOF CHKS OF OUR CHKLIST. I THEN REALIZED THE CAPT PUT IN FULL PWR AND BEGAN THE TKOF ROLL. JUST AS I WAS ABOUT TO TELL THE CAPT WE WERE NOT CLRED FOR TKOF; THE CTLR TOLD US TO 'HOLD OUR POS.' AS I REPEATED BACK 'POS AND HOLD;' THE CAPT IMMEDIATELY ABORTED THE TKOF. WE BACK-TAXIED TO THE END OF THE RWY AND PROCEEDED TO TKOF. THIS TIME WITH OUR CLRNC. THE CAPT LATER STATED HE WAS 'RATTLED' BY THE FLT PLAN NOT BEING IN THE SYS. HE ALSO STATED HE WAS HAVING PROBS FILING IT AND HAD RECEIVED AN 'ERROR MESSAGE' WHEN HE DID TRY TO FILE IT ON THE COMPUTER. HE APPARENTLY NEVER WENT BACK TO THE WEBSITE TO SEE IF THE FLT PLAN HAD ACTUALLY BEEN RECEIVED. I BELIEVE THE CAPT HAD STARTED HIS DAY OUT BADLY BY BEING 20 MINS LATE FOR THE SHOW. THIS FORCED HIM TO RUSH AROUND AND NOT BE FOCUSED ON THE TASK AT HAND (FILING THE FLT PLAN). HIS STRESS WAS COMPOUNDED BY THE CLRNC NOT BEING READY WHILE WE SAW ON THE TXWY. BY THIS TIME HE WAS SO READY TO GET GOING HE JUST CONTINUED ON WITHOUT THINKING.
