B737-700 FLT CREW IS REMINDED BY LCL CTLR AT 3500 FT THAT THEY WERE LATE ON THE PUBLISHED FREQ CHANGE PROC TO DEP CTLR AS NOTED ON THE YVR3 SID OUT OF CYVR.

Narrative

AFTER A LONG TAXI AND BRIEFING THE FACT THAT THE VANCOUVER 3 DEP HAS A NOTE IN SMALL PRINT AT THE BOTTOM OF THE CHART THAT SAYS 'CONTACT DEP CTL AFTER PASSING 1000 FT UNLESS INSTRUCTED OTHERWISE BY ATC...' BOTH THE FO AND I FORGOT TO DO THIS. WE WERE CONCENTRATING ON ANOTHER NON-STANDARD PROC FOR TKOF; WHICH IS TO MAINTAIN V2 + 10-20 KTS TO 3000 FT; REDUCE CLB PWR AT 1500 FT; AND RETRACT FLAPS AT 3000 FT INSTEAD OF THE NORMAL 1000 FT FLAP RETRACTION ALT. I DO NOT FLY TO AND FROM CYVR VERY OFTEN AND FORGOT TO REMIND THE FO TO SWITCH TO DEP CTL AT 1000 FT. I WAS CONCENTRATING ON FLYING INTO IMC CONDITIONS; (5 MI VISIBILITY; LIGHT RAIN SHOWERS; 3000 FT OVCST) LISTENING TO ATC; AND NOT CALLING FOR 'N1; BUG UP' AT 1000 FT. THE FO SAID HE WAS MONITORING THE TFC; THAT THE AIRSPD WAS V2 + 10-20 KTS; AND THE OUTSIDE AIR TEMP BECAUSE ANTI-ICE WOULD BE NEEDED ONCE WE ENTERED IFR CONDITIONS. WE FORGOT BECAUSE IT ISN'T NORMAL PROC TO AUTOMATICALLY CONTACT DEP CTL. THE TWR CTLR FINALLY TOLD US TO SWITCH TO DEP CTL AT 3500 FT JUST BEFORE THE FO PICKED UP THE MIKE TO ASK TO SWITCH. FROM ABOUT 3100 FT UNTIL THE CTLR CALLED US AT ABOUT 3500 FT THE FO AND I WERE DISCUSSING WHY WE HAD NOT BEEN GIVEN A VECTOR FOR A TURN ON COURSE. CORRECTIVE ACTION: PRINT THE NOTE AT THE TOP OF THE CHART IN BIGGER FONT.
