ZZZ CTLR EXPERIENCED OPERROR WHEN FAILING TO REMEMBER TFC ON FINAL AND ISSUED CLRNC TO AN ARPT VEHICLE TO ENTER THE LNDG RWY.

Narrative

I WAS WORKING GND AND LCL COMBINED ALONE. THIS IS NORMAL AT ZZZ. ONE OTHER PERSON WAS WORKING; BUT I HAD JUST RELIEVED HIM 11 MINS EARLIER FOR HIS LUNCH BREAK. HE WAS NOT IN THE CAB AT THE TIME. PA28; WAS INBOUND ON THE ILS APCH RWY 31. ON INITIAL CONTACT; PA28 REQUESTED A TOUCH AND GO. I SAID TO EXPECT THAT AND TO RPT THE FINAL APCH FIX. I THEN RECEIVED A PHONE CALL FROM MY MORTGAGE COMPANY. DURING SOME QUESTIONS AND ANSWERS; PA28 RPTED THE FINAL APCH FIX AND CLRED THEM FOR TOUCH AND GO. I DID NOT WRITE ON THE STRIP THE TIME OF THE RPT AS REQUIRED BY OUR SOP. IN A COUPLE MINS; THE ARPT PICKUP REQUESTED CLRNC TO CROSS BOTH RWYS TO THE PAPI. I LOOKED AT THE STRIP; SAW THERE WAS NOT TIME IN THE BOX FOR THE FAF; SCANNED THE RWY AND THE FINAL APCH COURSE; DID NOT SEE THE CHEROKEE AND COMPLETELY FORGOT THEIR CALL AND MY CLRNC. I INSTRUCTED THE PICKUP TO CROSS BOTH RWYS. AS HE CROSSED RWY 31; I SAW THE CHEROKEE ON THE ROLLOUT FOR THEIR TOUCH AND GO. THE VEHICLE CLRED AS THE CHEROKEE LIFTED OFF. THE INCIDENT WOULDN'T HAVE HAPPENED IF I HADN'T BEEN DISTR BY THE PHONE CALL OR HAD WRITTEN THE TIME IN THE BOX FOR THE RPT FOR THE FAF. I RPTED THE ERROR TO MY MGR.
