AN M20 PLT LANDED AT A RESTR ARPT IN THE DCA ADIZ AND HAD HIS ACFT IMPOUNDED.
Narrative
I WENT ON LINE TO CHK WX AND ROUTING FOR FLT TO MARYLAND. RPTED WX AT BOTH DEP AND DEST. BOTH WERE VFR. I CALLED DAYTON FSS. AT THAT TIME I WAS ADVISED ABOUT A TFR AT DAYTON WHICH WOULD BE IN CONFLICT WITH MY ROUTING; SO ROUTING WAS CHANGED TO AVOID THE TFR. THERE WAS NO MENTION OF ANY TFR'S OR FLT RESTRS AT DEST ARPT. POTOMAC CLRED TO DSND TO 3000 FT AND THEN TO 2000 FT. VECTORS FOR THE VOR RWY 5 APCH. CLRED FOR THE APCH; FREQ CHANGE APPROVED; AND THEN LANDED. THE FLT WAS COMPLETELY UNEVENTFUL. TAXIED TO FBO. FIELD WAS IN VERY ROUGH CONDITION. LOOKED ABANDONED OR CLOSED. PAX GOT OUT OF THE PLANE TO SEE IF HE COULD FIND ANYONE TO TELL US WHERE TO PARK THE PLANE AND TO SEE IF THERE WAS TELEPHONE TO CANCEL FLT PLAN. HE FOUND ARPT SECURITY AND TALKED FOR A FEW MINS AND THEN CAME BACK TO THE PLANE. WE LANDED AT A RESTR ARPT AND PRECEDED TO TELL US WHAT ARPT SECURITY TOLD HIM. THE MAN'S NAME WAS MR X. HE ASKED PAX 'HOW DID YOU GET IN HERE' AND PAX SAID 'WE FLEW IN.' ARPT SECURITY SAID 'THIS IS A RESTR ARPT; YOU HAVE TO HAVE A PIN NUMBER TO GET IN' HE SAID WE WOULD SORT IT OUT AFTER WE TIE DOWN THE PLANE. MR X TOLD HIM TO FOLLOW HIM TO WHERE THE PLANE WAS TO BE TIED DOWN. WE FOLLOWED MR X IN HIS CAR TO PARK AND TIE DOWN THE PLANE. AT THAT TIME HE IDENTED EVERYONE; INSPECTED ACFT; AND SECURED WITH PROP LOCK. BACK AT FBO; MR X CALLED FSS AND ADVISED THAT HE HAD AN ALIEN ACFT THEY LET IN AND ASKED FOR INSTRUCTION ON HOW TO GET US OUT. HE WAS ADVISED THAT A VETERAN PLT FROM THE FIELD COULD FLY THE PLANE OUT TO MARYLAND ARPT USING THEIR PIN NUMBER. WE LEFT THE ARPT THINKING EVERYTHING WAS GOOD TO THE NEXT MORNING. SUNDAY MORNING WE WERE ADVISED THAT A VETERAN PLT COULD NOT FLY THE PLANE OUT. WE WERE TOLD A FORM FOR A PIN NUMBER WAS NEEDED AND THAT WOULD TAKE 3 WKS TO GET ONE UNLESS WE GOT A WAIVER FROM TSA. TSA WAS CALLED AND SAID THEY COULD NOT DO ANYTHING TILL MONDAY MORNING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS PLT DID NOT KNOW WHAT W32 WA A RESTRICTED ARPT IN THE DCA ADIZ. HE WAS TOLD THAT THEY HAD BEEN ESCORTED INTO THE ARPT; BUT NEVER SAW ANOTHER ACFT. THIS AIRFIELD IS WITHIN 7 MI OF THE WHITE HOUSE AND THEREFORE NEEDS SPECIAL FLT/PAX CLRNC; PERMISSION AND A PIN NUMBER FOR ENTRY. THEY GOT TSA RELEASE ON THAT FOLLOWING MONDAY AFTERNOON; DEPARTED W32 ON THEIR OWN AND HAVE NOT HEARD FROM THE FAA OR TSA.
