ON OCT/WED/04; I DROVE TO ZZZ. THERE I SAW THE CONSTRUCTION INSPECTOR AND MET HIS ASSISTANT. THEY STATED THAT THE RWY WAS OPEN; FULL LENGTH; THE TXWY AND RAMP; AND THE BEACON WAS OUT; AND THEY WERE SEEDING THE GRASS. ON OCT/THU/04; I CHKED WITH FSS AND INQUIRED NOTAMS FOR ZZZ. NONE ON RWY; ONLY BEACON AND I THINK SOME TWR LIGHTS. I THEN SPECIFICALLY ASKED ABOUT RWY. FSS SEARCHED AGAIN AND FOUND NOTHING. ON OCT/FRI/04; ABOUT XA10 DEPARTED VFR TO ZZZ. STARTED CALLING MY POS AND ASKING FOR ADVISORY. NO ANSWER; SO I ENTERED DOWNWIND FOR RWY AND CALLED POS. I SAW A BACKHOE ON THE S END OF THE FIELD; ON THE GRASS; 2 VEHICLES ON THE APCH END ON THE GRASS; A YELLOW X PAST THE RWY. THERE HAD BEEN NO MENTION OF THE X'S PREVIOUSLY. I THOUGHT THAT THEY HAD POSSIBLY BEEN LEFT OUT. NO ONE WAS ON THE RWY. I LANDED LONG; AND TURNED OFF WELL BEFORE THE END. AS I PARKED; THE INSPECTOR; HELPER AND ANOTHER MAN PULLED UP. THEY STARTED YELLING AT ME. THEY STATED RWY WAS CLOSED BY NOTAM. I TOLD THEM WHAT I HAD DONE TO CHK THIS AND THEN CALLED FSS AGAIN. FSS SEARCHED AGAIN; AND STILL FOUND NO NOTAM. THERE WAS NO NOTAM YET CONCERNING RWY CLOSURE. HUMAN PERFORMANCE CONSIDERATIONS: BASED ON AT LEAST 2 CALLS TO FSS; SPECIFICALLY ABOUT RWY CLOSURE; A SITE VISIT WITH THE INSPECTOR; A CALL TO THE CONTRACTOR; I MADE THE DECISION TO LAND; EVEN WITH THE X OFF THE RWY. ALL THE VEHICLES WERE CLR WHEN I LANDED. LOOKING BACK; CERTAINLY I WON'T LAND AGAIN IN THAT SIT. I THOUGHT I HAD GONE BEYOND THE NORMAL PROC OF CHKING NOTAMS. IN THE CURRENT AIM; IT DEPICTS THE X'S ON THE RWY.
