COMMERCIAL RATED PLT DEPARTS W32 WITHIN THE DCADIZ AND THE DC FRZ WITHOUT REQUIRED SPECIAL AUTHORIZATION REQUIRED INTO OR OUT OF THE ARPT.

Narrative

I DEPARTED HYDE FIELD (W32); INSIDE THE WASHINGTON FRZ; ON A FLT PLAN AND A CLRNC OBTAINED WITH THE HELP OF A LOCAL PLT. I CONTACTED POTOMAC APCH UPON DEP AND ALL SEEMED NORMAL. UPON LNDG AT MY DEST; I RECEIVED A PHONE CALL FROM THE FAA NOTIFYING ME THAT I DID NOT HAVE THE CREDENTIALS TO FLY OUT OF W32. NOT BEING FROM THE AREA; I WAS UNAWARE THAT; UNLIKE THE REST OF THE UNITED STATES; THE WASHINGTON FRZ CLRNC IS PLT SPECIFIC; NOT ACFT SPECIFIC. IF THERE HAD BEEN A PROC BY APCH TO VERIFY THAT AN AUTHORIZED PLT WAS AT THE CTLS; I WOULD HAVE REALIZED MY ERROR AND IMMEDIATELY RETURNED TO W32. ANOTHER FACTOR THAT COULD HAVE PREVENTED THIS SIT WOULD BE A MORE SIMPLISTIC WRITTEN VERSION OF THE DIFFERENCES BETWEEN STANDARD OPS AND THE WASHINGTON FRZ REQUIREMENTS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADVISES THAT THE ACFT OWNER AND THE LOCAL PLT WHO ASSISTED HIM WITH DEP PLANNING BY FILING THE DEP ADIZ FLT PLAN WERE NOT FORTHCOMING ABOUT THE REQUIREMENT THAT ONLY HOME BASED PLTS; SPECIFICALLY AUTHORIZED TO FLY ACFT (ALSO SPECIFICALLY AUTHORIZED) ARE ALLOWED TO OPERATE IN OR OUT OF W32. THE ASSISTING PLT HAD 'HELPFULLY' FILED THE FLT PLAN FOR HIM; AND TOLD HIM ALL HE HAD TO DO WAS TO CONTACT PCT ON DEP; FOLLOW THE FLT PLAN UNTIL OUT OF THE ADIZ AND THEN CONTINUE VFR TO HIS DEST. IT IS THE RPTR'S UNDERSTANDING THAT A WITNESS TO THE DEP CONTACTED THE FAA AFTER THE FACT TO ALERT THEM. RPTR FURTHER STATED THAT AFTER THE FACT HE ATTEMPTED TO INFORM HIMSELF REGARDING THE OPERATIONAL REQUIREMENTS FOR W32 (AS WELL AS CGS AND VKS; COLLECTIVELY KNOWN AS THE DC3 BECAUSE OF THEIR STRICTLY CTLED OPERATIONAL STATUS). HE EXPERIENCED EXTREME DIFFICULTY IN FINDING COMPREHENSIVE; EASILY OBTAINED AND UNDERSTOOD INFO. IN PARTICULAR; EVEN AFTER DOING THE RESEARCH; IT WAS ONLY AFTER SPEAKING WITH THIS ANALYST THAT HE FINALLY UNDERSTOOD THAT ONLY PLTS AND ACFT 'BASED' AT THE DC3 WERE CAPABLE OF OBTAINING THE REQUIRED QUALIFICATIONS FOR SUCH OPS. THERE ARE 'NO' TRANSIENT OPS OF ANY KIND ALLOWED.
