EMJ CREW HAD THE #2 PNEUMATIC BLEED VALVE FAIL. THEY HAD TO DSND INTO ICING CONDITIONS.

Narrative

WE RECEIVED A #2 BLEED VALVE FAIL. APPLIED APPROPRIATE PROC AND CONTINUED A CLB CLR OF CLOUDS/ICE TO FL290. INFORMED ATC UPON CHK-IN WITH ZNY THAT WE WOULD NEED TO HOLD ALT UNTIL WE COULD EXECUTE A FAST DSCNT TO AT OR BELOW 15000 FT TO COMPLY WITH OUR MAINT PROB. ADVISED WE COULD PROVIDE A 4000+ FPM DSCNT TO HELP THEM OUT IF IT WOULD HELP. ATC SAID; 'FINE; LET ME KNOW WHEN YOU ARE STARTING DSCNT'; CLRED TO 10000 FT BY MARRC INTXN. WE ADVISED OF THE COMMENCEMENT OF THE DSCNT AND EXECUTED A 4500 FPM DSCNT TO 10000 FT TO AVOID A CLOUD LEVEL AND RPTED ICING ABOUT 14000 FT. AS WE PASSED THROUGH 13000 FT; WE WERE XFERRED TO THE NEXT CTLR. EARLIER INFLT; BEFORE WE ADVISED OF AND WERE APPROVED FOR THE FAST DSCNT; WERE ASSIGNED 280 KTS FOR SPACING INTO LGA. TFC ON TCASII REMAINED AT 20 MI MARK THROUGHOUT DSCNT BUT AIRSPD INCREASED TO 320 KTS TO MAKE THE RATE OF DSCNT WORK. AS WE CHKED ON; ATC ADVISED THAT OUR SPD WAS EXCESSIVE AND ASKED WHY WE WERE NOT AT 280 KTS. WE ADVISED THAT WE HAD CLRED THE HIGH RATE DSCNT WITH THE LAST CTLR AND THAT WE WERE SLOWING AS WE HAD JUST PASSED THROUGH THE BASES OF THE CLOUDS. HE ADVISED THAT WE WERE ASSIGNED 280 KTS AND TO GET BACK TO IT. WE CLARIFIED THAT WE HAD BEEN CLRED BY THE LAST CTLR AND HAD CLARIFIED THE NEED. HE EXPLAINED THAT WE WERE NEVER TOLD TO ACCELERATE.
