Synopsis

P50 CTLR EXPERIENCED CONFLICT WHEN SUCCEEDING ACFT MAINTAINS UNEXPECTED SPD AND OVERTAKES PRECEDING ACFT ON FINAL AT PHX.

Narrative

WE WERE RUNNING STAGGERED ILS APCH. THE FIRST JET HIT THE FAF 6 MI FROM THE RWY AND SLOWED TO 120 KTS. MY ACFT; WHICH WAS LOW ON FUEL (THAT FACT HE DID NOT INFORM ME OF) REMAINED AT 170 KTS INSIDE THE MARKER. I WAS BUSY TURNING OTHER ACFT INTO THE STAGGER FORMATION AND RELIED ON THE PHX TWR (SEPARATE FACILITY) TO HELP US KEEP THE 2 MI STAGGER; WHICH DID NOT HAPPEN. I HAVE NOT RECEIVED SKILL ENHANCEMENT TRAINING IN OVER 1 YR ON THESE TYPE APCHS. I OPERATED A TRAINING PLAN AT THIS FACILITY WELL OVER 1 YR AGO; AT WHICH TIME WE WERE TOLD BY MGMNT THAT WE WOULD START FINAL MONITOR TRAINING FOR THIS TYPE APCH AS SOON AS WE STARTED USING THE COMPANY SYS (RDVS). ALSO AT THIS TIME WE HAD A MEETING WITH PHX TWR CTLRS ASKING THEM TO ACCEPT SEPARATION RESPONSIBILITY AND THEY AGREED. BUT SO FAR; NOTHING HAS CHANGED HERE. NO FINAL MONITORED APCHS; NO PRO-ACTIVE PLAN TO HELP CTLRS IN THIS OUTDATED PROC FOR THE TFC WE HAVE. I HAVE WORKED AT CRW; MIA; 001; AND THIS FACILITY IS BY FAR THE WORST THE FAA HAS TO OFFER.
