A C172 PLT TAXIED BTWN 2 ROWS OF APPARENTLY STATIONARY ACFT AND HAD THE R WINGTIP SHEARED OFF BY THE PROPELLER OF A C170.
Narrative
I TURNED INTO THE TXWY BTWN 2 ROWS OF PARKED PLANES. NO PLANE ENGS APPEARED ON WHEN I TURNED IN TO THE TXWY. AS I TAXIED UP TO A PARKING SPOT AND BEGAN TO TURN; ONE OF THE PARKED PLANES ON THE PAX SIDE STARTED ITS ENG AND ROLLED INTO THE TXWY. ITS PROP SHEARED OFF MY WINGTIP. I DO NOT FEEL HE SHOULD HAVE STARTED INTO THE TXWY WHILE I WAS TAXIING. HE FELT THAT HE HAD THE RIGHT-OF-WAY BECAUSE HE WAS ON MY R SIDE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE CONFLICTING ACFT WAS NOT MOVING AS SHE APCHED THAT ACFT'S TIE-DOWN. HER CHOSEN TRANSIENT TIE-DOWN WAS AT THE L END OF A ROW OF ACFT WHILE THE OTHER ACFT WAS IN THE LAST SPOT ON THE R OF THE OPPOSING ROW. SHE WAS TURNING L INTO THE SPOT WHEN SHE SAW SOMETHING 'LIKE FEATHERS' FLYING IN HER R PERIPHERAL VISION. THAT SOMETHING WAS ACTUALLY HER FIBERGLAS WINGTIP BEING SHREDDED BY OTHER ACFT'S PROP. THE OTHER PLT STATED THAT HE HAD THE RIGHT-OF-WAY BECAUSE HE WAS TO HER R BUT HIS ACFT'S PROP STRUCK THE R REAR OF HER WINGTIP AND PROCEEDED TOWARD THE FUSELAGE INDICATING THAT HE PROBABLY NEVER SAW THE CONFLICTING ACFT UNTIL AFTER IMPACT. IF HE HAD SEEN HER THEN THE ACT WAS INTENTIONAL. THE RPTR STATED THAT SHE DID NOT SEE THAT OTHER ACFT BECAUSE SHE WAS LOOKING L AS SHE TURNED L INTO THE TIE-DOWN. HER DAMAGED ACFT WAS FLOWN OUT THE NEXT DAY WITHOUT WINGTIPS AND THE FAA IS NOT PRESSING ANY ENFORCEMENT ACTION.
