P31 CTR EXPRESSED FRUSTRATION REGARDING FAILED COORD ATTEMPTS WITH ADJACENT NAVY FACILITY AND EXISTING LOA PROVISIONS.

Narrative

WORKING NSE/NDZ ARR/DEP SECTOR. NSE HAD CLOSED EARLY; ALL ARRS WERE LNDG AT NDZ (T34'S AND HELIS). P31/NSE LOA DOES NOT COVER VFR COURSE RULE ARRS TO NDZ. I TRIED TO CALL NDZ TO COORD; BUT THEY WOULD NOT ANSWER THE LANDLINE. TRIED AGAIN. THEY FINALLY ANSWERED; BUT THE NDZ CTLR SAID THEY DID NOT KNOW HOW TO HANDLE IT; AND THEIR SUPVR WOULD CALL ME BACK. THEY DID NOT CALL BACK; AND I WAS WORKING SEVERAL OTHER ACFT; SO I HAD OUR SUPVR CALL THEM. THEY FINALLY ANSWERED AND SAID TO VECTOR THE T34'S FOR A VFR STRAIGHT-IN TO RWY 5. I DID THIS; AND AS I WAS VECTORING THE 2ND T34 (VFR) TO FOLLOW THE FIRST ONE; I NOTICED THE FIRST T34 WAS TURNING AWAY FROM THE ARPT. I CALLED NDZ. WHEN THEY FINALLY ANSWERED; THEY SAID THEY HAD GIVEN THE FIRST T34 A 360 DEG TURN. NO COORD OR APPROVAL WAS GIVEN PRIOR TO THEM DOING THIS; AND HAD I NOT KEPT ALT SEPARATION BTWN THE TWO; THEY POSSIBLY COULD HAVE HIT. THIS TYPE OF THING HAPPENS OFTEN WITH NSE/NDZ TWRS. THEY OFTEN DON'T SEEM TO KNOW WHAT'S GOING ON; AND ALTHOUGH THE FAA IS AWARE OF THE DEFICIENCIES WITH THE NAVY TWRS; THEY ALWAYS WRITE IT OFF AS 'IT'S THE NAVY' OR 'THEY'RE TRAINING' THEY ARE AWARE OF THE PROBS BUT WILL DO NOTHING TO TRY TO GET THE NAVY TO CORRECT THEM.
