BE40 CAPT EXPRESSED CONCERN REGARDING NEW ARR ROUTING PROC TO SDL THROUGH A HVY TFC AREA AND BELOW CLASS B AIRSPACE.

Narrative

ARRIVING VIA THE NEW PHX APCH ARR PROC FOR SDL FROM THE W WE RECEIVED AN RA AND DSNDED TO AVOID THE CONFLICT APPROX 700 FT. TCAS ALERTED US TO THE ACFT TRAVELING WBND AT OUR ASSIGNED ALT OF 6000 FT. WE WERE OVER SURPRISE; AZ; EBND IFR INTO SDL. VISUAL CONTACT WAS MADE WITH THE ACFT AS IT PASSED OVERHEAD. THE NEW ARR FROM TIRON INTXN EBND TO SDL TAKES ACFT DIRECTLY THROUGH STUDENT TRAINING AREAS AND BALLOON OP AREAS. APCH FAILS TO KEEP LIGHT TURBOJET ACFT IN THE CLASS B; AND DSNDS THEM BELOW IT INTO HVY TFC AREAS. THIS IS NOT A SAFE ROUTING. TRIP REVIEW AND DEBRIEF ON THE GND REVEALED A 20 DAY OVERDUE FIRE EXTINGUISHER WEIGH/CERT FOR 135 OPS. CURRENT SEGMENT WAS PART 91. DOM NOTIFIED OF THE OVERSIGHT; CORRECTIVE ACTION TAKEN TO CERT CABIN BOTTLES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THE PROC IN QUESTION IS NOT A 'PUBLISHED' OR 'CHARTED' PROC; BUT ONE THAT HAS BEEN RECENTLY UTILIZED BY P50 CTLRS TO ROUTE ACFT INTO SDL FROM THE W. THE RPTR SUGGESTED THAT TWO VECTOR TECHNIQUES WERE USED BY THE CTLRS. THE FIRST; AND PREFERABLE; WAS A VECTOR S OF DVT ARPT. THE LESS DESIRABLE WAS A VECTOR N OF DVT. THE RPTR STATED THE N VECTOR TECHNIQUE PLACED THE ACFT IN THE PRACTICE AREA(S) OF NUMEROUS FLT SCHOOLS AS WELL AS BALLOON OPS AREAS. THE RPTR STATED THAT HE WAS AWARE THAT ATC HAD NO REQUIREMENT TO KEEP SDL ARRIVALS IN THE CLASS B BUT THAT SUCH A TECHNIQUE WOULD KEEP THE ROUTE CLR OF THE TFC MENTIONED ABOVE.
